FOLLOWS:
- The deadline for all inquiries regarding this RFQ is hereby extended to 2:00 PM Eastern Standard Time (EST) on June 23, 2021.

2. QUESTIONS AND ANSWERS:
All questions and responses/clarifications given to date are identified below and, if necessary, have been further addressed in this Amendment and/or Attachments hereto. The following questions and answers are provided for informational purposes only.
A. QUESTION: WI #16310 - The centerboard and centerboard trunk are not mentioned in either the work item or the reference. Is it NOAA's intent to include these items?
ANSWER: No, Centerboard and centerboard trunk is not included in this item.
B. QUESTION: WI #16341 - The spec says to apply a "full anti condensate steel coating system" IAW references 2.1.2 and 2.1.10. Reference 2.1.2 - 2.1.0 simply calls for an alkyd primer on surfaces behind joiner bulkheads (page 30 of 44). Reference 2.1.10 makes no mention of interior bulkhead surfaces (although this document appears to be incomplete).
ANSWER: I believe you are referring to WI 16342. Ref. 2.1.10 Paint schedule per the index calls out exposed steel, interior vertical on page 22. The page numbers on the sheet themselves appear to be misaligned starting at 12.
C. QUESTION: WI #56313 - This item seems to address deck (and stack) painting but Line 7.8.4a refers to the "house aft of the bridge". Is it their intent to only address the 03 level deck behind the bridge or the entire aft bulkhead?
ANSWER: The intent of 7.8.4.a. is the 02 and 03 level as defined by Para 7.8.4.a.5. ‘Area to be coated…’
D. QUESTION: WI #15930 itself does not direct the reader to the paint schedule, as per Para 3.19.4.a. ‘provide 100% preservation and recoating…’ in other words complete coating replacement.
ANSWER: WI #15930 itself does not direct the reader to the paint schedule, as per Para 3.19.4.a. ‘provide 100% preservation and recoating…’ in other words complete coating replacement.
E. QUESTION: Work Item 12560 states “Provide NDT thickness testing of all tubes in the heat exchangers”, this refers us to NOAA Ship Oscar Dyson, manual DY-235-01 “Propulsion DC Motor”. Looking through the manual, it does not stipulate a need for Thickness readings.
Furthermore UTT testing on tubes can be done (if perhaps the tubesheet was off), however, would you want Eddy Current on the tubes?
ANSWER: Eddy Current is acceptable for this item.
F. QUESTION: Item 15561 “Winches” references manual DY-591-01 “Trawl Winch Engineering (047)”, but I cannot locate that in any of the files. Manual DY-591-02 “Trawl Winch Operation (047)” exists, but is of no help. Can you provide DY-591-01 Trawl Winch Engineering (047)?
ANSWER: Attached with this amendment and will be posted on betaSAM.gov under this RFQ posting.
G. QUESTION: Please provide clarification for Work Item 15561: Winches in reference to the Anchor Windlass Motor Name Plate Data. At minimum we will require the HP, Voltage, Amperage, Phase, and Frame Size.
ANSWER: 40 HP, 575 Volt, 38.4 Amp, 3 Phase, and Frame Size: 324T. Photo of the nameplate is also provided.
H. QUESTION: In reference to Work Item 55560: Hydraulic Unit Groom, we did not receive the NOAA Ship Oscar Dyson, Tech Manual “Trawl System”. Please forward the manual via electronic transfer when available.
ANSWER: Attached with this amendment and will be posted on betaSAM.gov under this RFQ posting.
