1. Amendment 0003 is issued to provide responses to questions received regarding the solicitation.

Question 01: In section C, page 6, the document states: “The Government will reimburse the Contractor on the basis of actual cost for the following, provided such costs comply with the requirements in paragraph (i)(1)(ii)(B) of this clause: reimbursements to EMTU vendors, annual on-site training and associated travel, and satellite communications charges”.

In this tender there is no mention to the amounts to be considered for Reimbursement to the EMTU vendors (under Operation & Maintenance) as it was on the last tender in 2016 where an amount was specified for each year. On this matter the 2016 tender document stated:

“Offerors shall use the following estimates for reimbursements to EMTU vendors within line item 0005:

$30,000.00 for the Base Period of performance;

$30,000.00 for Option Period One $66,000.00 for Option Period Two $66,000.00 for Option Period Three $66,000.00 for Option Period Four”

Please advise if we should not consider this cost on the price proposal since it will be reimbursed. If it has to be considered we ask you to please provide the estimated amounts for each period.

Answer 01: The Fill In Information in FAR Clause 52.212-4 paragraph (i)(1)(ii)(D)(1) of the solicitation referencing reimbursements to EMTU vendors has been removed.

Question 02: The base period considers a transition period and therefore the operation and maintenance costs (CLIN 0005) and satellite communication (CLIN 0004) should not be considered for the whole 12 months period. On the 2016 tender this lines where amended for the base period with 6 months for operation and maintenance (CLIN 0005) and 8 months for satellite communications (CLIN0004).

Should we change the amount of months on the pricing schedule or keep the 12 months as it is now?

Answer 02: The number of months will remain unchanged at 12 months.

Question 03: Do you have an estimated number of vessels reporting into the system through global AIS? As an order of magnitude, not a firm number.

Answer 03: This information is not available.

2. The due date and time for receipt of quotes is extended until July 9, 2021 at 10:00am Eastern.

3. This is the end of Amendment 0003. As per block 11 of the SF-30 all offerors are required to acknowledge receipt of the amendment to the solicitation.
