About this file

This amendment to a solicitation provides responses to questions from potential offerors and updates the pricing schedule. The National Oceanic and Atmospheric Administration seeks a vessel monitoring system and related services. The amendment clarifies that NOAA expects a commercial off-the-shelf vessel monitoring system, but does not expect to own the code for the vendor's application. It also specifies satellite communication charges in the pricing schedule and adds a line item for the annual renewal of 3,000 software licenses.

1. Amendment 0002 is issued to provide responses to questions received regarding the solicitation.

Question 01: We are finalizing our pricing and needed to know for CLIN 0001 in the Base Year "Software Licensing for new Application (FFP). The estimated quantity of licenses, 3000.

Should we include the license renewal into Option -Year 1?

There appears to be no line item in Option - Year 1 for the renewal of the software licenses.

Answer 01: The Pricing Schedule has been updated under Option Year 1 with CLIN 0009, Software License Renewal with an estimated quantity of 3,000.

Question 02: CLIN 0010: On the pricing Schedule CLIN0001 considers the software licensing for the initial 3,000 for the first year. The problem is that on the option 1 year, CLIN 0010 considers only the 100 additional licenses for that option, but there is no line for the licenses of the 3,000 units for the second year. In other words, base year considers licenses for 3,000 but option 1 should consider licenses for 3,100 units and not only the 100 additional ones since the licensing scheme is a yearly cost. If you check the 2016 tender this same amendment was made on the pricing schedule.

Answer 02: The Pricing Schedule has been updated under Option Year 1 with CLIN 0009, Software License Renewal with an estimated quantity of 3,000.

Question 03: On the last tender in 2016 the NOAA authorities issued an amendment to the “Attachment 2: Pricing Schedule” in which they specified the amount to be considered by the offerors in the “satellite Communication charges” on the pricing schedule. This amount was

18.000 USD per month. We would like to confirm if we should use this same amount for this tender procedure since it is not mention if the RFQ document.

Answer 03: The Pricing Schedule has been updated for CLIN 0004 Satellite Communication Charges Unit Price estimated at $25,000 USD per month and CLIN 0013 Satellite Communication Charges Unit Price estimated at $26,500 USD per month.

Question 04: In the PWS In section 8.6 you write that NOAA wants a COTS vessel monitoring system, in section 11 you write that you want to own the code for the application, can you please elaborate.

In the 2016 solicitation the text was amended from:

"The contractor shall adopt a technology approach that allows the NOAA to own and maintain only one code base for the application."

To: "The contractor shall adopt a technology approach that allows for only one code base for the application.”

Does the same apply to this solicitation?

1305M2-21-Q-NFFK-0097 2

Answer 04: PWS Section 11.0 Performance Metrics has been updated to read: “The contractor shall adopt a technology approach that allows for only one code base for the application.”

NOAA OLE does not expect to own the code of the vendor’s application. NOAA OLE does expect to own the code for the trip generator that will be created for the Office of Law Enforcement.

2. A new line item for the renewal of software licenses is added as contract line item number (CLIN) 0009 to the Pricing Schedule and the subsequent CLINs have been renumbered.

3. This is the end of Amendment 0002.
