1. Amendment 0004 is issued to provide responses to questions received regarding the solicitation.
Question 01: In regard to answer 01 in amendment 0003: “The Fill In Information in FAR Clause 52.212-4 paragraph (i)(1)(ii)(D)(1) of the solicitation referencing reimbursements to EMTU vendors has been removed.”
The EMTU vendors provide part of the support and maintenance service, which is a requirement for this tender. By removing this clause it would mean that the bidder won´t be reimbursed for this cost (performed by a third party), which is unknown. We suggest that instead of removing the clause, the bidders are advised to NOT include this cost in their quote as it will be informed upon award and reimbursed accordingly.
Answer 01: The Fill In Information in FAR Clause 52.212-4 paragraph (i)(1)(ii)(D)(1) of the solicitation has been updated to include estimated volume of payments to EMTU subcontractors. Offerors shall use the following estimated amounts to EMTU subcontractors within Base Period line item 0005: $67,320.00 and within Option Period One line item 0011 $68,667.00.
Question 02: Should we (respondents) submit a draft subcontracting plan (attachment 5) along with our offer, or wait until contracting/award?
If yes and we are to submit now, should it be included with the volume 3 price proposal since it would have financial information about the budget?
Answer 02: A subcontracting plan (attachment 5) shall be submitted along with the offer in accordance with Volume I - Business Quote (i) Overall Arrangement on page 52 of the solicitation.
2. The due date and time for receipt of quotes is extended until July 13, 2021 at 10:00am Eastern.
3. This is the end of Amendment 0004. As per block 11 of the SF-30 all offerors are required to acknowledge receipt of the amendment to the solicitation.
