INSTRUCTIONS FOR DETERMINING STABILITY , TRIM , AND HEEL
Long Method
Displacement, Center of Gravity , and Free Surface Moment:
Displacement , center of gravity , and free surface moment of a proposed loading condition is determined using the blank Loading Summary sheet as follows .
Detailed weights and centers o f gravit y must be identified for (5{ l deadweight on board including liquids in tanks , stores , miSSion load ite~ and deck cargo . ~
1 . LiqUids in tanks. ~ a . For each non-empty tank enter the tank' 5 load f~ ion (percent full value) on the Loading Summa r y sheet. ~ b . Using the tank ' s load fraction calculate the w~9ht as follows :
(1) Divide the load fraction percentage by~ to obtain a decimal value . ' \1-
(2) MUltiply the decimal value load frac~n by the 100 % capacity in gallons on the Tank Capacity Table~ sheet 24 to obtain the tank ' s load in gallons . 9j
(3) Divide the tank ' s load in gallO~bY the density in gallons per tOn from the Table of Equivalents (tj sheet 5 to obtain the weight of the tank ' s load . ~
For example , the weight for FwrL~el Oil Tank (P) at 63 % full is computed as follows. <t,~
Find decimal value load~action: 63 / 100 = 0.63
Find tank ' s load in g~ons: 0 . 63 • 16486 . 1 = 10386.2 gal
Find weight of tank~load : 10386.2 / 321 . 6 = 32 . 30 tons c . Free surface moment . ~
(1) For all empty t;.a~s enter 0 (zero) in the FS Mom column on the
Loading surnm~Sheet .
(2) For all tan~ except fresh water tanks , which are 100 % full enter o (zero) ~Q)lhe FS Mom column on the Loading Summary sheet. For fresh wa~ tanks which are 100 % full enter the FS Mom value from the Ta~~apacity Table on sheet 24 .
(3) For ~~ tanks which are slack find the FS Mom in the Tank Capacity T~~n sheet 22 and enter these values on the Loading Summary s~t .
d. MULt~'y the weight by the VCG , LCG , and TCG to obtain the vertical mo~- (VMOM) , longitudinal moment (LMOM) , and transve~se moment (TMOM) f0 each tank .
2. S~ists and Effects (SCI & EFT ).
Enter the number of scientist on board. Normally , the maximum number of scientist permitted is 21 , since this is the number of be~ths available .
Compute the weight of scientists and effect as follows:
SCI & EFT weight = number of scientists * 250 / 2240
Multiply the weight by the VCG , LCG , and TCG to obtain the vertical moment (VMOM), longitudinal moment ( LMOM), and transverse moment (TMOM).

Mission load items . f\i NOAA Ship NANCY FOSTER operates with many di~rent mission configurations .
A typical mission loading is identified a~~~ndard mission loads for this Booklet . Mission load breakdown for stand~tF mission loads is shown on sheet 25 . ~
If the proposed mission loading cond~~n is identical to the standard mission loads, whose breakdown is s~'n on sheet 25 , copy the total weight , VCG , vertical moment (VMOM ), LCG~~itudinal moment (LMOM) , TCG , and transverse moment (TMOM ) to the ON LOAD line on the Loading Summary sheet. ~
M1SSlon load item values for o~er mlSSlon conf1gurat10ns can be determined USlng the Miss10n Load work~ (sheets 33 through 36) as follows .
a. Place a check mark 1n ~-"on Board " column next to any standard ltem to be carr1ed. Q)
b. Copy the weight Of~ checked items to the "LOAD " column .
c. Under "OTHER ITEr'rsJ list all non-standard mission load items such as scientific equi~nt , extra mission related spare parts, and the like.
Include each iOlb ' s weight in the " LOAD " column and each item ' s VCG , LCG , and TCG~ the associated column .
d . Calculate ~~ load's vertical moment , longitudinal moment , and transve~~Q';;~ent by multiplying its weight by its VCG , LCG , and TCG respect~iy .
e. Sum ",J1Jentries in the " LOAD", vertical moment , longitudinal moment , and tr~rse moment columns on each sheet . Copy the subtotal values for she~ts 33 , 34 , and 35 to sheet 36. Sum the subtotal values to obtain the t~al mission load weight and moments.
f r-~vide the total vertical moment by the total weight to obtain mission ~~ad VCG. Divide the total longitudinal moment by the total weight to obtain mission load LCG . Divide the total transverse moment by the total weight to obtain mission load TCG.

5 . LiqU i~~ding Instr uctions
As currently con f igu red , the NOAA Ship Nancy Foster does not have any seawater ballast tan ks . Therefore , liquid load i ng ins t ructions are limited to the l oading and consumption of potable water and of fuel oil .
Potable water tanks can be carried 100 % full at all times . While underway potable water tanks can be rep lenished from the on board water makers . Because of their af t location co nsumption of potable wa t er from the tanks will tend to ca use a for ward (bow d o wn) t rim to th e ve ssel. Such consumption of potable wate r should be mo nitored so that fo rwa r d trim does not become e xcess i ve .

ACTION FOLLOWING DA~~
Most of the foregoing discussion applies to the~~ct properties of the vessel. In the event of underwater damage or entry of W~~,s~hrOUgh the weather envelope , stability and trim will be affected by the c~~quent flooding of spaces within the ve h ss
el. 1· . . Glh~ f h· 1 bd· . . W l e there are no regu atory crlterla In ~ case 0 t lS vesse for su lVlSlon or for stability after damage, the foll~~g should be noted.
The response of the vessel to floodin~Jl\1 depend on the draft , intact trim, and stability characteristics existing ~. ~iately prior to the incident , and the condition of the tanks , if any , inv d in the flooding. The r outine operating instructions tabulated above ar~d s'gned t o reduce the trim and list resulting from such flooding and to reduce ~ amount of corrective action to be taken in the inevitable period of confusion owing such an incident, Entry of a significant amount ~water into any part of the vessel should be regarded as an emergency sit~on and appropriate measures should be taken promptly. These would norm~~ include the following :
1. Call for assista~
2. Alert vessel p~~nel to the situation.
3. Close waterti~doors .
4. Open cross -~ections between pairs of tanks that have been damaged.
5. Favor st~~ty in handling the vessel . Head into the wind and sea if POSSibl~Oid hard turns .
6. Determ~the source of flooding and the spaces affected or likely to be affecF7,d.
7. Act~~e the bilge system , emergency generator , and other emergency systems a q quired .
8 . Establish flooding boundaries by shoring or patching , to prevent or limit progressive flooding.
In general, if trim and list reach a steady state with no further increases , chances of survival will be good. Further action will depend upon the degree of improvement in the vessel's attitude deemed necessary in the circumstances . For example , if the main deck aft is heavily awash , trimming by the head may be considered . If the vessel lists heavily as a result of unsymmetrical flooding, list correction may be undertaken .
Trim and list correction should generally be made by shifting liquids already on board rather than by taking on water ba llast , which will increase the draft and

Sheet 13 reduce the reserve buoyancy. When shifting liquids , the following precautions should be observed:
1. DO NOT attempt to correct a list by shi fting liquids if any of the signs o f negative GM are present. These signs include :
a . a slow , erratic period of roll;
b . failure to return to upright after rolling to one side ; and c . listing alternatively to port and starboard .
2. If , and only if , it can be positively determined that a l~""is due to unsymmetrical flooding and that the vessel has a positive~ list correct ion by shifting of liquids may be undertaken slo~ and cautiously .
3 . Take suction from tanks which are already slack rather~n tanks which are full. This will minimize the increase in free surfac~ffect .
4 . Discharge to tanks which are slack , rather than em~ and preferably those which are nearly full. Press up into vent lines. ~
5 . Favor improvements in trim , if possible , when s~cting tanks for transfer .
Minor improvements in stability may also be accomplish~1by lowering movable weights . For example, cranes , if initially up in the~rking position , may be lowered to the fully-down position . In cases where ~vival takes precedence ove r all other considerations , heavy gear may be jetti~d , working from the upper decks down. Jett isoning is a slow and labori ousto~~ation and the improvement obtained will usually be small , therefore, it s~ld be considered only in an extreme situation . ~~
PERIOD~OLL
The natural period of roll of a vessel '~nversely proportional to the GMt in any particular loading condition . The curve low indicates the approximate relationship between GMt and period~~oll for the NOAA Ship Nancy Foster , and may be used to estimate the GMt when ro eriod can be measured. Such a measurement should only be made under relativel calm conditions when roll is fairly regular and at constant small amplitude . ~cn measuring roll period always measure the time for several rolls and divide by~ number of rolls observed. The period of a complete roll , such as port to~rboard and back to port , must be used with the curve . V Estimating GMt from the rol eriod is a means of checking only . It is not intended to take the place of the ~ulations described on sheets 7 through 10.
