Van Buren LPOE: Asphalt Replacement / Curb Repair. Scope of Work

Synopsis:
General Service Administration (GSA) has found it necessary to remove and replace multiple sections of the Van Buren LPOE inbound and out drive lanes, with some minor curb and sidewalk repair. GSA is requesting a bas bid along with two separate options (1 &2)
Project hours of operation: 24-hour operations
Security Clearance needed: NA
General Tasks:
1) Submittal Process
2) Obtain any and all State and Local permits needed.
3) Remove and dispose of Asphalt and disrupted road base per SOW.
4) Install proper road base per MAINE DOT specs with proper compaction and asphalt mix
5) Transport and install Asphalt per Maine DOT specs.
6) Provide all compaction and asphalt testing results (per Truck load)
7) Paint/mark all new asphalt to DOT standards
8) Match existing curb
9) Match existing concrete
10) Regrade, reseed, and clean any disturbed area.
Standards/ Specs:
1. Asphalt: (Submittal required)
a. Meet Division 400 specs per Main DOT standards and Specs
b. Meet heavy use and heavy weight road and asphalt standards. With a minimum of 6 “of asphalt with a proper aggregate base compaction. High stop area near intersection at main street to bridge street will require 8 inches of asphalt for the last 100 feet where it ties into concrete.
c. Provide all compaction and testing results to the COR
d. Old asphalt will be disposed of through recyclable means, disposal plan required.
2. Paint / road markings: (Submittal required)
a. Meet Section 600 of the Maine DOT 2020 Standard spec
b. Traffic plan required.
3. Traffic Control: (Submittal required)
a. Traffic control must meet Maine DOT standards to include section 652 of the Maine DOT standards and specs.
b. Obtain any and all State and local permits
c. Night work plan if contractor decides to work at night.
d. Provide a full traffic control plan
e. Provide Emergency reaction traffic plan
f. Coordinate with state and local police and emergency response personnel.
4. Concrete sidewalk/ Granite Curb: (Submittal required)
a. 4000 PSI Concrete with ½” rebar
b. Granite Curb, match existing
c. Seal all concrete after proper curing time
5. Reseeding/ clean up: (Submittal)
a. Native grass reseeding if needed
b. Proper water drainage protection if needed
c. Erosion control if needed.
Design Basis Guidelines: The following guidelines documents have been used by GSA as a Basis of Design and Intent for a GSA owned facility:
- Maine DOT standard and specification
- P-100
- IBC
- NFPA
- GSA R1, NPS, and MESHPO Historical Requirements
- other relevant codes
- RS Means for cost estimation.
Security Adjudication: No Security clearance required. Hours of operations for contractors have the option of 24-hour construction operations.
Environmental and Sustainability Goals: Use specified materials and systems with specifications mandating the use of sustainable products per Federal regulations. Design will consider reuse of materials where practical for sustainable practice as required by Federal regulation however that are free of deficiency of any kind.
Energy Efficiency Goals and Objectives: The design intent will be for the use of energy efficient systems. Energy efficiency logic for equipment and or products will consider as part of the basis for their requirement.
GENERAL SUBMITTAL REQUIREMENTS
1. All submittals shall be made to the Contracting Officer or to an individual designated by the
Contracting Officer (CO) through a project managing software.
2. Only the Contracting Officer or an individual designated by the CO in writing can approve or disapprove submittals. Deviations and variations from the contract requirements contained in the submittal can be approved only by the Contracting Officer or an individual delegated such authority in writing by the Contracting Officer.
3. Failure on the part of the Contractor to indicate approval on submittals prior to submission to
Contracting Officer will result in their being returned to the Contractor without being acted upon.
4. No delays in construction occasioned by the Contractor's failure to submit material for approval in accordance with the approved schedule will be excused.
a. Scheduling: Develop schedule for submissions requiring approval and include in the network plan required by section "Critical Path Method of Scheduling."
b. Scheduling: Submit schedule of submissions for approval by the Contracting Officer, within
(10) calendar days after notice to proceed is received, unless otherwise stated. **The Contractor will designate a numbering scheme in their submittal schedule that follows sequentially Project Items a. and b. parts as identified in the respective scope sections. The submittal for each product submitted for Government approval will be identified by that numbering scheme.
c. Scheduling of submissions shall be as done in a manner as to not impede the Contractor’s planned work progress nor present the Government with an un-reasonable period for adequate review of the product being submitted prior to the planned work taking place.
d. Coordination and Sequencing: Coordinate preparation and processing of submittals with performance of the work so that work will not be delayed by submittals. Coordinate and sequence different categories of submittals for same work, and for interfacing units of work, so that one will not be delayed for coordination of the Contracting Officer's review with another.
e. Preparation of Submittals: Provide permanent marking on each submittal to identify project, date, Contractor, subcontractor, submittal name and similar information to distinguish it from other submittals. Must have a electronic signature option for CBP and GSA, these will be submitted through a Project Management Software.
f. Show Contractor's executed review and approval marking and provide space for the
Contracting Officer's action marking. Package each submittal appropriately for transmittal and handling. Submittals which are received from sources other than through Contractor's office will be returned without action.
Operational Needs and Equipment/System Expectations: The work quality of the construction will be as expected in the industry without deficiency. The management of the construction work will be as expected by established Federal guidelines using recognized construction and project management method. Systems and materials will be as specified, reliable, free of defects, of low maintenance, and capable of meeting the use for the intended purpose. Certain target and desired outcomes:
Minimize impact on ongoing CBP operations.
Coordination with GSA and CBP personnel
Master Schedule: Develop an initial timeline for the Project showing pertinent acquisition milestones for the design and construction procurements. Involve the GSA and CBP Project Team Members continuously on status and potential risks on the triple constraint (scope, schedule, budget). Coordinate construction work schedule needs with CBP and queue any operational impacts or concerns. Provide a schedule through project management software.
Project Management and Planning Continuity:
GSA will coordinate meetings and communication with the Agencies throughout the duration of the Project. One representative from the contractor’s team will attend every meeting.
Contractor shall provide a Project manager POC from their company and they will be the POC throughout the duration of the project, all communication will flow through that designated person. It is not the federal government’s responsibility to communicate with the contractor’s entire staff.
