4. Add REVISED Construction Specification 426 -
Topsoiling, dated July 14, 2020
5. Add Questions and Answers (Q&A)
Q. In two of the documents (the Statement of Work and the 426 Specification for topsoil) it calls out needing a minimum of 6¿ topsoil, but in the
Practice Requirements for Critical Area Planting, it says it should be a minimum of 4¿. Which is it?
A: Let¿s go with a 4¿ minimum. Statement of work and specifications have been revised to reflect this correction.
Q: In the Haz-Mat Report for 58 Third Avenue
Extension, the amount of asbestos reported is summarized strangely. How much total asbestos is needing removal from this residence?
A: The report lists asbestos in a joint compound in 7 different locations, 3 locations where there is 3000 s.f. of asbestos containing joint compound, , 3 locations with 120 s.f. of asbestos containing flooring kitchen flooring materials, and 1 attic window for a total of 9360 sq. ft.
plus 1 window needing removal and abatement prior to demo. Tracking manifests will need to be submitted to the COR when this work is completed.
Q: What types of erosion control measures are anticipated on these sites?
A: All catch basins will need drain socks staked in place around them until the construction is over and the street is cleaned. All downgradient areas of the project sites will also need silt fence installed, which is to be removed once vegetation has established. Silt fences around the entire property boundary are not necessary.
In general, the property frontage at 25 Third
Avenue Extension, and the perimeter of the back yard edge near Old Field Creek on 58 Third Avenue extension will need silt fences.
Q: Is chain link fencing required around the entire perimeter of the properties?
A: According to the West Haven building and zoning department, fencing is required for any

holes that are left unattended. Therefore fencing will be required around any excavated basement holes or other trenches or pits left open during times when construction site is unattended.
Q: Can we hydroseed the seed mix?
A: Hydroseeding this seed is not recommended since the seed itself is very tiny. You will likely want to use a handheld grass seed spreader with a hand crank.
Q: Are the utilities to the residences turned off?
A: No. The gas and power is still on at both residences and the water is still on at 58 third avenue extension (we think). Doug Colter, City of West Haven Building Department and Kristin
Walker, NRCS COR, have agreed to work together to get these utilities disconnected within the next few weeks so the residences will be ready to go once a contract is awarded.
6. Clarifications and highlights made during the meeting:
--Contractor must have a class B (minimum) demolition License in order to qualify for this solicitation according to the City of West
Haven¿s regulations
--Contractor must have a current DUNS / Active
SAM registration in order to be considered for this solicitation.
--Danny Mandell introduced himself as the main point of contact for the contracting officer, Julie Simpson, and he will also be the point of contact for any issues with the contract itself.
--Noise ordinance in West Haven stipulates hours of noise generating activities must be limited to between the hours of 7am and 8pm.
--Work schedule is 5 days a week. To work on a
Saturday, the selected contractor must request permission to work on a Saturday in writing to the COR. It may be granted and it may be denied

depending on types of activities proposed and availability of inspectors
--Hard hats and work boots shall be worn on the site at all times. Safety signage must be displayed on the site as specified in the solicitation. A COR or Inspector may halt progress if there are safety violations and permission to commence work can only be granted by the Contracting Officer or their appointed representative.
--No hydrants will be available for water for dust control or other purposes during construction. Contractor will be responsible for securing their own source of water daily when needed.
--Be aware of topsoil testing requirements.
NOTE: Thickness of topsoil shall be a minimum of
4¿ and a corrected SOW and 426 Topsoil
Specification with this clarified have been given with this solicitation. Material MUST MEET specification 426 including passing laboratory test values for pollutant levels specified. This is a groundwater class B basin, which will determine pollutant mobility criteria, which could be the more stringent of the testing analyses. No topsoil will be brought on-site without receiving approval from the COR that it meets the specifications in this solicitation package.
--Be aware of tidal influence on groundwater.
Groundwater is shallow and can fill an empty basement hole if tides are not accounted for prior to removal of the basement walls.
--Time modifications need to be requested at least 5 days in advance prior to the expiration of the contract Period of Performance. A time extension may or may not be approved depending on the basis for justification.
--Cost modifications are strongly discouraged and will take a minimum of 14 days to review. A cost modification may or may not be approved depending on the basis for justification and whether or not funds can be made available. Note: cost modifications will only be applicable when the

work involves additional components or complexities that are above and beyond the expectations outlined in the original Scope of
Work.
--There may be monitoring of demolition and basement removal/filling activities by the Office of the State Archaeologist due to potential for
Indian artifacts or remains. If cultural resources are encountered, work is to cease immediately and direction will be given by the respective cultural resource authority.
--An Primary and Alternate safety officer is to be appointed for this site. A first aid kit is mandatory to be on-site and its location identified according to the solicitation guidance. A safety meeting is to be held at the beginning of each week prior to construction activities.
--Kristin Walker will serve as the project COR
(contracting officer¿s representative) and will be the eyes and ears on the project reporting back to the contracting officer if there are any issues encountered. A project inspector will also be assigned who will serve as the daily eyes and ears on the construction site. A combination of one or both may be on-site at any given time during construction activities.
--Payments must be submitted in the IPP.gov platform. Registration into this system early is highly encouraged. All payments and invoices shall be submitted here for review and approval.
The COR has 7 business days to approve or deny a request for payment. The CO has an additional 7 days to make final approval of the payment. It is advised that draft invoices be submitted to
Kristin Walker prior to submittal into the IPP platform to ensure concurrence of the billed amount ahead of time and streamline the payment process.
