About this file
This amendment to a solicitation and request for information document provides responses to contractor questions about a fixed price construction contract for critical water system repairs on four recreational sites within California's Stanislaus National Forest. The sites include work to replace and relocate waterlines at Lake Alpine, demolish a bathroom and sewer lift station at Marmot Day Use Area, and seal water tank interiors and relocate electrical systems at Sourgrass Day Use and Big Meadows Campground. Bids are due within ten days of final amendment with award expected shortly after. The set-aside is for total small businesses under $39.5 million in annual receipts.

REQUEST FOR INFORMATION (RFI) FORM
RFI #1 – General Requirements, spec 01410-1.1, Can the Site Superintendent and Quality Control Manager be the same person for this project? YES
RFI #2 – Site 1, Plan sheet C1, Is the existing water main able to be drained prior to the new tie in? Can existing water in the pipe be drained into the lake, or must it be pumped out/removed from site? The pipe will be drained prior to the start of work. It will be recharged and tested to verify that the new main is working prior to backfilling the trench. Water from the Lake Alpine Waterline can be discharged into the lake.
RFI #3 – Site 1, Plan sheet C1, The plans do not show any isolation valves being installed on the new main line at connection points. Please confirm that this is correct. It is correct.
RFI #4 – Site 1, spec 02660-3.12, testing, The spec calls for testing of the new line at 150psi for 4 hours.
Without isolation valves being installed on the new main line, is the contractor expected to test the entire main line for leaks, to inlcude the existing line remaining in place? Please clarify that only the new main will need to be tested, and if we are to install temporary valves for this. The intent is to recharge the waterline between the Lake Alpine Boat Ramp and the Chickaree Day Use Area which will include this new segment. Isolation valves are not required. The waterline needs to be in place by September 30, 2020 which is prior to the seasonal shutdown of the Lake Alpine Water System.
RFI #5- Site 1, Plan sheet C1, The plans call for the installation of a 1” drain valve with riser and lid at station 2 +56.9. There is no detail given for this valve. Is the intent of this valve to be installed as a lateral off the new 4” main line? Yes, it will be installed as a lateral and drain into the lake.
RFI #6- Site 2, Plan sheet C3, The plans call for the removal of an existing “2 pump sewer lift station”. There are no details given in regard to this lift station on the plans or in the specifications. Is there any additional information available for this? IE: photos, size, depth, material of vault, as-builts, etc.
Due to the current office access restrictions the plans are temporarily unavailable. Assume the vault is eight feet deep, 4 foot diameter, and is steel. Contractor is responsible for pumping and disposal of all wastewater in lift station and pressure line.
Marmot Lift Station Cover
RFI #7- Site 2, Plan sheet C3 note 1, The plans call for re-routing an existing water line from the old restrooms to an existing fire hydrant. There are no details for this new connection. Is there any additional information available for this? IE: photos, size of hydrant, distance for tie in, etc.
The hydrant is a faucet within 15’ of the front of the bathroom, water enters at the back side so the total run is approximately 30’ of 1” waterline. PVC buried 24” is acceptable for underground, galvanized is required within 12” of gound and higher. Provide shutoff and drain valve in a box and at low point. The hydrant is similar to this one:
RFI #8- Sites 3 and 4, Are the existing water tanks chlorinated and considered for potable use? The tanks are potable water but are only chlorinated for seasonal opening. Disinfection is required upon completion of this project.
RFI #9- Sites 3 and 4, Are the existing water tank lids removable, and if so, can they be removed temporarily for coating and sealing operations?
Both tanks have metal lids, Big Meadow is a Manhole Cover, Sourgrass has a rectangular lid, both of which allow personnel access into the tank. They can be removed to facilitate access, contractor is responsible for re-installing lids to ensure complete seal.
Big Meadow tank access.
RFI #10- Sites 3 and 4, spec 07160-1.2, The specifaction states that the sealing and coating is based upon a “designated product and installer”. Is “certified” or “designated” installer information available so that contractors may contact them for bidding/proposal purposes?
Designated installer is defined as follows: Contractor shall place sealer per manufacturer’s recommendation and comply with confined space regulations using competent personnel or sub-contractors.
RFI #11- Sites 3 and 4, spec 07160-1.2(b), Will an alternate product be considered if it is a Certified NSF/ANSI 65 compliant tank liner, and not an applied coating?
Compliance should be to NSF/ANSI 60 for potable water systems. Alternative treatments can be considered as long as they provide a total seal and meet potability requirements.
Interior of Big Meadow water tank.
RFI #12- Site 4, Plan sheet C5, Is the existing well housing (cmp) to remain in place, or be removed for new well house construction? It is to be removed and disposed of properly.
RFI #13- General, Please provide any additional photos and/or as-built plans of the scope of work items, demo items, and work locations that may be available.
Photos have been provided as available.
