Kisatchie National Forest Revised Page 39 of 42 subcontracts, etc.) must be contained in the technical proposal so that the contractor's understanding of the statement of work may be evaluated. The technical proposal need not / should not repeat any of the information contained in the base proposal.
(3) Offerors may, at their discretion, submit alternate proposals or proposals which deviate from the requirement; provided, that an offeror also submit a proposal for performance of the work as specified in the statement of work. Any "alternate" proposal may be considered if overall performance would be improved or not compromised, and if it is in the best interest of the Government. Alternate proposals, or deviations from any requirement of this RFP, must be clearly identified.
(4) The Government will evaluate the technical proposals in accordance with the evaluation criteria set forth in Section M of this RFP.
(5) Offerors shall submit their proposal(s) in the following format and quantity specified:
One copy of the complete package described above as separate e-mail attachments (pdf format preferred) to jay.g.tobin@usda.gov.
(b) Technical Proposal Instructions. The base technical proposal will be used to make an evaluation and determination as to whether the offeror has the technical capability and capacity to successfully complete awarded projects. As a minimum, the proposal must clearly provide the following:
(1) Demonstrated technical capability and capacity to perform required construction services.
Organization: Provide an experience statement that provides a description of comparable projects performed by the organization. Proposals shall include a list of key personnel for work on the project, including the project manager/superintendent and other key employees, as well as proposed subcontractors to be assigned to the project, and detail their relevant expertise and experience in the type of work to be done under this contract. Describe how you will schedule and prioritize concurrent projects, as well as resolve any potential conflicts for time and resources.
Quality Control: Identify or describe quality control and self-inspection procedures that will ensure objectives are being met during operations. The discussion of quality control should include the inspection system used to satisfy the requirements of the contract.
Cost Control: Provide your management plan for controlling costs on this project;
describe your systems and procedures for controlling costs during construction.
(2) Past Performance: Offeror shall submit 3 - 5 references for projects of similar size, scope and dollar value (completed in the past 5 years), which reflect the offeror’s construction experience. Include company names and points of contact with current/verified telephone number and e-mail address. There is a past performance questionnaire that should be forwarded to your references and returned directly to the forest service as indicated.
(3) BioPreferred® Products: Offerors shall include within their proposal an affirmative statement of action(s) they would take during the performance of this contract to include the use of biobased products such as hydraulic fluid, lubricants, two-cycle engine oil, or cleaning agents unless precluded by performance, cost, or availability. The use/ non-use of biobased products will not be an evaluation factor in awarding any subsequent contract; however, failure to address the subject matter within the proposal could render the proposal as non-responsive to the RFP requirements.
