Site Maintenance and Minor Construction Solicitation Follow-Up Virtual Meeting – Q&A Session May 26, 2022; 2:00 p.m.
The USFS held a virtual follow-up to site visit meeting for the Site Maintenance and Minor Construction solicitation. The USFS staff present at this meeting included:
• Michele Bahr, Contracting Officer
• Maria McGaha, COR
• Hailey Stock, Government Technical Monitor
• Steven McDonald, Government Technical Monitor
Maria initiated the meeting and introduced the USFS staff. Several contractors were present; however, no formal introductions were made. Maria reminded attendees that the bids were due to Michelle on June 15th at 1:00 p.m.
Maria provided a summary of the project which included 6 sites within New Mexico and Arizona on the
Coronado NF, Cibola NF, and Santa Fe NF.
Questions & Answers
Question 1: Is the material specification for aggregate for trail and road the same for both?
Response 1: Yes
Question 2: What is the culvert size?
Response 2: 12-inch diameter by 10 feet in length as shown in drawings
Question 3: The individual sites are relatively short-term. Will you still require a formal Traffic Control Plan?
Response 3: Yes, however, it can be brief (one-page or less) if it contains appropriate information to address any traffic along project sites. Specifically, the Harshaw sites that are along a busy Harshaw Road. For these sites, signs are required to ensure public is aware of heavy equipment in the area. Some main roads will require a Road Closure Order. Acknowledge the need to appropriate signage on roads closed through a Forest
Road Closure Order. The Road Closure Order will be done by the Forest Service prior to mobilization, but the contractor will need to provide and appropriate signage at the project sites to ensure members of the public are aware of the closures. The Traffic Control Plan is considered incidental to other work and can be submitted with the Work Plan.
Question 4: How much grout is required for Flux site?
Response 4: Include in the bid price the cost for 10ft3 of concrete to be used for grouting the riprap.
Question 5: How deep is the well at Nacimiento?
Response 5: There are no well logs available to determine the exact depth, however, for contracting purposes, a depth of 120 feet will be assumed.
Question 6: The Amendment states that an MSO Surveyor, provided by the Forest Service, will need to be on site to ensure work does not disturb MSO populations. What happens if the MSO Surveyor cannot be on site for some reason?
Answer 6: The Forest Service will coordinate the schedule of the MSO Surveyor. Their absence will not be a reason for the contractor to stop or delay work.
Question 7: Can one bid on the individual states separately?
Answer 7: No, this is one requirement and should be bid according to the schedule.
Meeting concluded at 3:00 p.m.
