About this file
This document provides details for a federal contract solicitation to perform site maintenance and minor construction work on national forest lands in Arizona and New Mexico. The contractor will furnish labor, materials, equipment and supervision to conduct soil decompaction, seeding, erosion control and minor construction activities at eight project sites. Work includes recontouring slopes, installing signage and fencing, placing aggregate and removing debris. The deadline to submit fixed-price offers is June 15, 2022. The government will award a contract by mid-June to the offer that provides the best overall value based on technical merit and price reasonableness. The solicitation targets small businesses with average annual revenue under $22 million. Prevailing federal wage rates apply. The contractor must secure payment and performance bonds valued up to $500,000. The Forest Service will oversee the work conducted by the selected vendor on the Coronado, Santa Fe and Cibola National Forests.

• SOI error correction: In Part D Marstellar Mine it says ‘Hydromulch’ when it should say ‘Hand Seeding.’ Hand Seeding is what is called for in the SOW and is the correct method.
• Section G – AZ Morning Glory Containment - The contract calls for hand seeding there add line item

4. Contracting Officer Questions and Answers
Q: Can you please address when bonds are due? Are they due by the wining bidder before the overall contract is awarded or can we submit them before we do the work. There is a possibility her work may be done in 2023 and tying up bonding capacity for that long may limit other opportunities.
Can we bond for NM and AZ separately.....say a month before we mobilize or as you close to the start of work as you are comfortable with?
A: The contractor shall furnish all bonds 10 days after receiving the award and before receiving a notice to proceed (NTP). I anticipate awarding this contract mid-June. A prework meeting will be scheduled upon award and the NTP will be set at that meeting. The period of performance is expected to be from award date thru 9/30/2023
5. Pre-Bid Site Visit Questions and Answers - Arizona Only
Question 1: Can you clarify the mobilization date for this project?
Answer 1: Mobilization can occur in July 2022 or July 2023 in order for the contractor complete work at the beginning of the Arizona Monsoon Season.
Question 2: Can the equipment restrictions described in the contract be changed as the cap material at three of the sites is too compacted to meet the decompaction requirement without heavy equipment.
Answer 2: Yes, and amendment has been issued on the SOW to allow heavy equipment use at all the sites as long as an MSO Monitor is on site.
Question 3: Can heavy equipment be used to move the rock barrier preventing vehicle access at Endless Chain Mine Area?
Answer 3: Yes, heavy equipment will be permitted at that site.
Question 4: Where should wood chips be spread?
Answer 4: Wood chips should be spread in areas not hydroseeded. Wood chips can be spread in bare areas of the sites, or nearby natural areas.
Question 5: The Statement of Work calls for hand seeding at Marstellar Mine, but the Statement of Items says ‘Hydromulch,’ can you clarify which method is required?
Answer 5: Hand seeding should be performed at the Marstellar Mine. The SOI should be changed to fix this mistake.
Question 6: What size of ripriap should be used at the Flux Mine Site?
Answer 6: Class 2 and Class 3 riprap should be furnished for use at the Flux Mine Site.
Question 7: Can you provide photos of the issues at the Flux Mine Site and the areas of Three R to be seeded?
Answer 7: Yes, please see below.
Figure 1: Gully at Flux Mine
The gully forming adjacent to the last panel of the constructed spillway is approximately 3ft in length and 2ft deep at the top.

6. Amendment to Site Maintenance and Minor Construction Contract(Applies to Arizona) pdf document: 2022 0401 site maintenance minor construction SOW rev.pdf
Amend Section 625.07 Soil Decompaction
Remove - “The contractor should note that heavy equipment usage is only permitted at the Marstellar Mine Area, the Three R Mine Area, and the Flux Mine. The use of UTVs, a hydromulch truck, and a water truck are not included in heavy equipment restrictions.”
Replace with – “Heavy equipment is permitted at all Arizona sites to achieve decompaction requirements. An MSO Monitor will be provided by the Forest Service to monitor construction activity and MSO behavior at the Marstellar Mine, Endless Chain Mine Area, Endless Chain Consolidation Cell, and Morning Glory Containment Cell. The MSO Monitor will determine if construction activities are disturbing nesting owls. If construction activities are found to be disturbing MSO in the area, the Monitor will make recommendations (e.g., temporarily stopping work, or recommending changing tasks) to mitigate disturbance to the MSO that the contractor must follow.
Amend Section 625.08 Mulching
Add - “Wood Chipping activities should occur after August 31st. MSO breeding season ends August 31st, in order to mitigate further disturbance to MSO packs within the vicinity of each site, chipping shall be scheduled to occur once breeding season has ended. Wood chips shall be spread in areas that did not receive hydromulch.”
Amend Section 251.03 General
Add – “Class 2 and Class 3 ripriap, D50 11inches – 14inches and D50 8inches – 11inches, respectively, shall be furnished for use at the Flux Mine Site.
