About this file

This is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the USDA Forest Service Procurement Operations, Construction and A-E Division West for solicitation 127EAW26Q0042, titled "Tropical Storm Hilary Road Damage Repair." The amendment, numbered A00002 and effective July 16, 2026, incorporates official RFI (Request for Information) responses that are now mandatory requirements for all subsequent contract proposals. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline by completing items 8 and 15 and returning copies, acknowledging receipt on offer copies, or submitting a separate letter or electronic communication referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in offer rejection.

The amendment addresses four RFIs regarding contractor licensing requirements, project resolicitation details, and project magnitude disclosure. The Government clarified that solicitation requirements now accept either an active California Class C-12 Earthwork and Paving Contractor license or a California Class A General Engineering Contractor license as satisfactory for this project. The Government confirmed the project was cancelled during FY25 due to a landslide restricting highway access requiring CalTrans performance and declined to provide project magnitude per FAR 36.204 revisions under the FAR Overhaul. All future RFI submissions must be directed in writing to the Contracting Officer, Gregory L. Cunningham, at Gregory.Cunningham@usda.gov using the attached RFI log, with telephone requests not accepted.

RFI # RFI Question Government RFI Response Notes

The solicitation identifies an active California Class C-12 Earthwork and Paving Contractor license as a requirement.

Under California Contractors State License Board (CSLB) licensing classifications, the Class A General Engineering Contractor license is the general engineering classification for heavy civil infrastructure projects and authorizes contractors to construct or supervise fixed works requiring specialized engineering knowledge, including highways, roads, excavation, grading, embankment construction, paving, drainage systems, flood control facilities, erosion control, underground utilities, and related heavy civil engineering work.

The Statement of Work includes roadway reconstruction, excavation and embankment construction, aggregate base placement, grouted riprap installation, drainage improvements, low-water crossings, erosion control measures, and asphalt restoration.

Given that the Statement of Work encompasses multiple heavy civil engineering disciplines beyond earthwork and paving alone, please clarify whether the Government's intent is to require a California Class C-12 Earthwork and Paving Contractor license specifically, or whether an active California Class A General Engineering Contractor license will also satisfy the licensing requirement for this solicitation. Solicitation is hereby amended to include California Class A General

Engineering Contractor license as being acceptable.

Please confirm whether contractors holding a Class A (Contractor License) are eligible to bid this project?

Solicitation is hereby amended to include California Class A General Engineering Contractor license as being acceptable.

Please provide details why this project is being resolicited

This project was cancelled during FY25 due to a landslide on the state highway that restriced access to the project which required CalTrans performance.

Is there an order of magnitude for the project that can be provided No. Per FAR Overhaul, FAR 36.204 Disclosure of the magnitude of construction projects is no longer relevant.
