127EAW23R0002 - Hirz Mountain Lookout Restoration
RFI responses will be responded to as necessary in amendment format which will be posted to the solicitation via beta.SAM.gov
Telephone requests for information will not be accepted or returned.
RFI #1 – Please be aware that the floor hatch to the catwalk is chained and locked preventing access to the catwalk and fire lookout. Making it impossible to perform a proper stie inspection.
USFS Response – We keep the lookout locked due to prevent vandalism. We apologize for the inconvenience. Overall, the photos in the Plans portray the conditions and the SOW provide ample detail. Most of all, it’s best for the Contractor to understand the site access and the last ¼ mile up the hill. We did try to send someone up today to unlock it, but the snow coming down was too much on the mountain to get up there safely. If you would like to try again, please request the key from the Shasta Lake District Office on Monday.
RFI #2 – Would it be acceptable to remove the roof structure above the windows in its entirety. Construct as new roof structure complete with roofing, siding and interior finishes, on the ground at the landing area near the gate. Then airlift the new roof assembly and attach it to the existing building in place.
USFS Response – I don’t completely understand what you’re proposing when you say “new roof structure complete with roofing, siding and interior finishes”—that sounds like you’re proposing to demolish the entire historic “cab” and build a new one. What is described in the Statement of Work and the Plans is all the has been included in our budget. We did not include the cost of airlifting.
Removing the roofing materials to access the rafters that are a part of the “Shutter Assembly” system is all that is needed. The remaining rafters that do not protrude into the Shutter Assembly are to remain. The Shutter Assembly rafters are dry-rotted. There are only a few boards on each side.
