Project Great American Outdoor Act – Hirz Mountain Lookout Restoration

General Information

1.0 Scope of Work

The purpose of this project is to restore the historic Hirz Mountain Lookout to be safe and preserve the structural integrity. The scope of work for the Base Projects will include, but not necessarily limited to: upper siding and outrigger lead-based paint material abatement and disposal; removing the roof shingles, water-resistive barrier, and sheathing to expose the roof framing; removing the upper trim, siding, shutter ledger, and sheathing to expose the wall framing;

replacing the structural components of the shutter outrigger assembly (some rafters and ties); replacing the roofing materials; replacing the upper siding materials; priming and painting new work and repairs. The scope of work for the

Options will include, but not necessarily limited to: constructing and installing new shutters; replacing deck railing fence & installing railing fence on stairway; replacing the steps and landing boards on the stairs; window replacement, repairs, and improvements; replacing some exterior trim; lower siding lead-based paint abatement and disposal; installing sash zone trim; installing a door threshold; priming and painting new work and repairs.

The Contractor shall furnish all material, labor, equipment, documentation, communication, notifications, and transportation as required to furnish and install the improvements described herein, as shown on the Project Plans, and as otherwise required by the Contract. All demolition, disposal, construction, and improvements described herein and as shown on the Project Plans are the responsibility of the Contractor. Only items Awarded by the Contracting Officer shall be removed, replaced, painted and/or installed to receive payment for those items.

2.0 Background and Location

This project is to be funded by the Great American Outdoor Act. The Hirz Mountain Lookout is a historic fire lookout tower and will be used as a Recreation Rental upon completion. It is currently closed to the public because of its need for restoration. The lookout does not have power or water available.

Hirz Mountain Lookout is located on the west side of the McCloud arm of Shasta Lake. From Redding, CA, take I-5 North for 20 miles to Exit 698 for Gilman Rd. Go east on Gilman Rd for 4.5 miles and turn left onto Hirz Mountain Rd. Follow Hirz Mountain Rd for 5.3 miles (about 30 minutes) until you reach the gated entrance leading up to the lookout. From the gate, the lookout is ¼ mile uphill. Four-wheel drive is recommended to reach the lookout staging area before the entry gate. Due to steep grade, abrupt switchbacks and loose rock, the Contractor shall consider the use of alternative four-wheel drive transport such as ATVs and/or UTVs for transport to the lookout from the staging area/gated entrance.

In any event, the contractor is responsible for understanding the access conditions and appropriate modes of transport to the work site. The slope is estimated at 17.5% from the staging area to the lookout.

Contractor Requirements
