QUESTIONS
1. Attachment X, Section 1, Project Background states an objective of a common OSOH/WC footprint. Will the Forest Service be managing cases for other USDA agencies with the eSafety system?
HRM Response: No
2. Attachment X, Section 1, Project Background states an objective of a common OSOH/WC footprint. Are other USDA Agencies anticipated to use the eSafety system?
HRM Response: Possibly starting in Option Period 1.
3. Attachment X, Section 3, Objectives and Goals section states that the selected solution must provide for contract expansion to include USDA and Land Management Agencies if they buy-in. Is it known when they may buy-in? HRM Response: Possibly starting in Option Period 1. PPS: LAND MANAGEMENT
AGENCIES HAVE BEEN REMOVED FROM THIS RFP.
Is our interpretation correct that should other Agencies buy-in, the added cost/effort to on board other agencies would be handled via a change order?
HRM Response: Yes. PPS: IF OTHER USDA AGENCIES ELECT TO BUY IN, IT WILL
BE HANDLED VIA A MODIFICATION TO THE CONTRACT, AS THIS WILL BE WITHIN
THE SCOPE OF THE CONTRACT.
Please confirm we should not price in other Agencies costs at this time as it is unknown whether they may opt in. HRM Response: Correct
4. Attachment X, Section 3: Will the agency sponsor the selected offeror for FedRAMP authorization?
CO/PPS, ITCB Response: Yes govt does sponsor, but govt does not pay for FedRamp Certification. It's each respective company's expense.
5. Table 1 of Attachment X outlines the project artifacts/deliverables to be provided pursuant to a contract award. Apart from the transition, quality control, and project management plans that are submitted as part of Volume 1 of the response, are drafts of these deliverables otherwise submitted with proposals (e.g., risk management plan, data migration plan, integration plan, etc.?)

6. For the PWS, will bidders respond to the requirements and objectives set forth in section 3 of Attachment X or all sections?

7. Page 31 of RFP 12760421Q0122 - eSafety.pdf states that certification is not included in the page limitations (fourth bullet.) Can you clarify what certification is being referenced here that should be included with proposals? The fifth bullet references the Completed Capability Questionnaire and Accompanying documentation. Please confirm this is Appendix C.
PPS, ITCB Response: This certification is the FedRamp Certification. Confirm Appendix C.
8. On page 34 of RFP 12760421Q0122 - eSafety.pdf, Factor 2.1, the same item is listed in duplicate for points 2 and 3. Pointing out in case there is really another requirement that should replace it.
PPS, ITCB Response: Point noted, and 3. Has been removed. There is no other information to added to Factor 2.1
9. Is the QASP (Attachment II) intended for informational purposes only for the successful respondent or is a response or acknowledgement required with proposals?
PPS, ITCB Response: This attachment has been removed, since the requirements document is a SOO the respondent will provide the QASP.
10. The RFP requirements for Volume 2, Price Proposal, state proposers will include: Pricing Tables in accordance with the Pricing Schedule and Attachment 2: Pricing Summary. Please confirm the reference to Attachment 2: Pricing Summary. Should this really be Section II: Pricing Schedule of the RFP?
PPS, ITCB Response: Yes, it should state “Pricing tables in accordance with Section II: Pricing Schedule of the RFP.”
11. Page 39 of RFP 12760421Q0122 - eSafety.pdf, states: The Government will evaluate the quote based on the evaluation plan detailed in Sections 2.0, 3.0 and
4.0. Can you please confirm this reference?
PPS, ITCB Response: Apologies, disregard this statement. Section VI, and Section VII are what the response needs to be geared to. These sections tell you what the FS will be looking for in each respective response. Please read the entire RFP thoroughly and carefully ensuring everything requested in the RFP is addressed in the respective response.
12. As the incumbent provider, the scope required in this RFP is substantially implemented for the Forest Service today. Given the limited remaining scope remaining, would an Agile implementation methodology be acceptable for the engagement (as opposed to Traditional)? We believe Agile to be appropriate.
HRM Response: Yes
13. Can you please confirm all the incident types to be captured and managed in the eSafety System? (MVA, work-related illness/injury, safety stories, and near miss/hazards are referenced).
HRM Response: Make all available as bundle HRM.
OSHA Response: Typical OSHA and safety management system data, including reports of motor vehicle accidents, all OSHA 300 required items, as well as hazard reporting are required. Safety Stories is a “nice to have” and is not a threshold requirement.
