About this file

This is Amendment 1 to a solicitation issued by USDA APHIS for tree removal and restoration services. The amendment, effective July 23, 2026, modifies solicitation number 12639526R0006 and revises key contractual terms and pricing structures.

The amendment updates Attachment 1 (Statement of Work) with three significant revisions: Section 3.5 regarding proper disposal/deregulation now clarifies that deregulated material shall not be mixed with regulated material, and once material reaches 1" x 1" size and is not needed for free mulch giveaway, it becomes contractor property without reimbursement for further processing or shipping costs; Section 2.1 redefines Key Personnel to include the Project Manager and Certified Arborist, plus a foreman assigned to each removal site, with contractor requests for key personnel substitutions requiring Contracting Officer consent at least 15 working days in advance and replacement personnel must possess equal or exceeding qualifications; and Section 2.4.1 clarifies that crane and watercraft Contract Line Item Numbers (CLINs) are separate fixed-price line items charged in addition to tree removal and restoration CLINs and require written Contracting Officer authorization prior to use. The amendment also adds new Section 2.4.1.1 addressing CSX Railroad Flagging Services, requiring use of a dedicated CSX Flagger CLIN when work is ordered along CSX railroad right-of-way with flagging requirements, at fixed daily rates set by CSX Transportation. Amendment 1 to Attachment 2 (Price Proposal Spreadsheet) deletes the reference to Special Circumstance Tree Removal pricing provisions. All other contract terms and conditions remain unchanged.

SF30 Continuation Page:

a. Attachment 1 Statement of Work is revised as follows (Additions underlined, deletions strike-through):

• Section 3.5, Proper Disposal/Deregulation, is revised to add the following sentence:

“Deregulated material shall not be mixed with regulated material. Once the material reaches the 1” x 1” inch requirement and is not needed for the free mulch give away (as requested by USDA), the material then becomes property of the contractor to do as they see fit without reimbursement for fuel costs associated with further processing or shipping.”

• Section 2.1, Key Personnel, is revised to read as follows: “The Project Manager and Certified Arborist are considered Key Personnel(s). In addition to the Key Personnel(s), there are requirements to have a foreman assigned to each removal site. (The contractor shall obtain the consent of the Contracting Officer COR prior to making key personnel substitutions. Replacements for key personnel must possess qualifications equal to or exceeding the qualifications of the personnel being replaced, unless an exception is approved by the Contracting Officer COR.

Requests for changes in key personnel shall be submitted to the Contracting Officer COR at least 15 working days prior to making any permanent substitutions. The request should contain a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. The Contracting Officer COR will notify the contractor within 10 working days after receipt of all required information of the decision on substitutions.”

• Revise 2.4.1 Types of Equipment to add the following statement:

The crane and watercraft CLINs are separate, fixed-price line items and shall be charged in addition to the Tree Removal and Restoration CLINs. Use of a crane or watercraft shall occur only when necessary to accomplish the work ordered under a Task Order.

Contracting Officer written authorization is required prior to the use or request of any crane or watercraft CLIN.

• Add 2.4.1.1 CSX Railroad Flagging Services

When work is ordered along a CSX railroad right-of-way and railroad flagging is required, the CSX Flagger CLIN shall be used. CSX Flagger Fees are charged by CSX Transportation at a fixed daily price, and this CLIN shall be used to cover that cost. The Contractor shall coordinate scheduling and access directly with CSX Transportation and shall comply with all railroad safety, access, and right-of-way requirements when performing work in or near CSX-controlled areas.

b. Attachment 2 – Price Proposal Spreadsheet is revised as follows:

The following note is deleted in its entirety: “βSpecial Circumstance Tree Removal may be requested by the contractor when unusual or atypical equipment is needed to complete the work. Special Circumstance is a set price, negotiated between the contractor and USDA, that is added to the task order in addition to the normal CLINs used to order the work. See section 3.8 Special Circumstances.”
