About this file

This is a Price Proposal Spreadsheet for an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for Asian Longhorned Beetle (ALB) tree removal, deregulation, and landscape restoration services in South Carolina. Contractors must provide unit pricing for all Contract Line Items (CLINs) across a base period of six months (September 1, 2026 through February 28, 2027) and four optional one-year periods extending through February 28, 2031. The pricing structure includes tree removal by acre across multiple categories differentiated by tree density (19.9–20.0 trees/acre) and average Diameter at Breast Height (DBH) ranging from 5.9 inches to 12.0+ inches; individual tree removal by DBH size categories from 2.0–5.9 inches to 45+ inches; woodlot stump grinding; fence replacement for residential and livestock applications; woody debris pickup; equipment rental (cranes and watercraft at per-day/8-hour rates); CSX railroad flagger fees; and herbicide treatment on cut stumps. Pricing shall be all-inclusive, covering licensed personnel, overhead, profit, equipment, supplies, training, permits, supervision, quality control, and planning. The contract value ranges from a minimum of $25,000 to a maximum of $19,500,000 per contract over the 4.5-year period of performance. Estimated quantities are provided for evaluation purposes only and do not represent binding minimums or maximums. All pricing changes or modifications to the spreadsheet structure are prohibited.

Instructions & Notes

Pricing Schedule Instructions
Fill out pricing for base period and all option years. Provide unit pricing for all CLINS (green cells). Do not adjust or make changes to any other cell. We will not accept any changes to pricing schedule structure or line items.
Pricing Schedule Notes
Pricing Schedule Notes: Pricing shall include all costs necessary to accomplish the work. Pricing shall include but not be limited to licensed and qualified personnel, overhead, profit, equipment, supplies, training, permits, supervision, quality control, and planning necessary to accomplish the work as described. The contractor shall familiarize themselves with Appendix A and the site conditions before proposing.

†Tree Removal by Acre pricing is based on a combination of tree density per acre and average tree DBH as determined by preliminary survey data collected by the Program. Tree Removal by Acre categories were determined based on an analysis of trees actually surveyed within the SC ALB regulated area. 73% of surveyed trees are in woody wetlands. See Appendix A.

αWhen preliminary survey data does not exist or is incomplete and work is ordered by acre, this CLIN shall be used for work ordered since it represents the predominant forest characteristics within the work area. See Appendix A.

βSpecial Circumstance Tree Removal may be requested by the contractor when unusual or atypical equipment is needed to complete the work. Special Circumstance is a set price, negotiated between the contractor and USDA, that is added to the task order in addition to the normal CLINs used to order the work. See section 3.8 Special Circumstances.

The removal and stump treatment/grinding of all trees ≤ 1.9” DBH shall be considered incidental to the CLINS for Tree Removal. Stump treatment (grinding or herbicide treatment) and all restoration work shall be incidental to the CLINs for Tree Removal by Acre and Individual Tree Removal.

The line-item quantities listed in the Pricing Schedule are estimates for evaluation purposes only and are not intended to convey either a minimum or maximum quantity that will be ordered by the Government. The period of performance for this contract is 4.5 years from date of award. See clauses FAR 52.216‐18, Ordering and FAR 52.216‐22, Indefinite Quantity. During the period specified in FAR clause 52.216‐18, Ordering, the Government shall place orders totaling a minimum of $25,000 (per contract) but not in excess of a cumulative maximum of $19,500,000 (per contract). Contract delivery order minimums and maximums are addressed in 52.216‐19, “Order Limitations”.
