About this file

This is a Statement of Work (SOW) from the US Department of Agriculture (USDA) for temporary HVAC systems at the National Center for Applied Plant Protection (NCAPP) in Laurel, Maryland.

The contractor shall provide two (2) 60-ton air-cooled chillers with heat capability at 480V for a 100% outside air application to maintain laboratory environment temperatures between 68-74°F for 12 months. One chiller will service RTU-2 and RTU-3, while the second will service RTU-1. The contractor is responsible for delivery, assembly, disassembly, and removal of the equipment. The period of performance runs from September 1, 2026, through August 1, 2027. The contractor must also provide a portable cooling/heating solution to maintain temperature control during any necessary repairs. NCAPP is a mission-critical APHIS facility operating 24/7/365 that houses the Plant Pathogen Confirmatory Diagnostics Lab (PPCDL), the only Federal Plant Pathology ISO/IEC 17025:2017 accredited laboratory. Maintaining precise temperature and humidity control is essential to preserving the laboratory's accreditation and supporting PPQ's science and risk-based regulatory decisions for agricultural safeguarding and trade facilitation. No government-furnished equipment, travel, security requirements, data rights, or Section 508 compliance standards apply to this contract.

Project Temporary HVAC Systems for the National Center Applied Plant Protection (NCAPP)

General Information

1.0 Scope of Work

Contractor shall provide necessary one (2) 60-Ton Air Cooled chiller, 460 V HVAC to maintain lab environment temperatures (68-74F) for 12 months. Contractor shall provide portable solution to retain cooling/heating during repair if necessary.

2.0 Background

The National Center for Applied Plant Protection NCAPP in Laurel, Maryland, is a mission critical APHIS facility that operates 24/7/365. The York HVAC was installed during Phase I and II Planned Expansion construction at NCAPP in 2000. The HVAC supplies the BSL-2 area and office area of the Plant Pathogen Confirmatory Diagnostics Lab (PPCDL). PPCDL is the only Federal Plant Pathology ISO/IEC 17025:2017 accredited laboratory that conducts operational diagnostics for plant pathogens of regulatory concern. Providing accurate and high-quality diagnostic testing results is crucial for PPQ to make science and risk-based regulatory decisions to safeguard U.S. agriculture and to facilitate trade. The inability to maintain controllable and optimal temperature and humidity in the lab may impact on our ability to keep lab’s accreditation.
