About this file
This file is a Questions and Answers document containing contractor inquiries and government responses related to the Plumbing Repairs solicitation for the Phoenix Rearing Facility.
The document addresses four key technical questions. First, regarding hazardous materials, the government clarified that no prior survey exists and contractors must include costs for comprehensive hazardous materials testing, including testing of the pit. Second, the government confirmed that video footage of existing underground pipe conditions is available for contractor review. Third, the government rejected Cured-in-Place Pipe (CIPP) epoxy lining as an appropriate solution, explaining that the project's objective is to replace pipe with internal build-up that prevents adequate flow, and CIPP cannot adequately remove such build-up. Fourth, regarding concrete repair work that requires saw-cutting or excavation, the government specified that replacement concrete must match the finish of existing concrete, including epoxy flooring or coatings, unless otherwise noted on Sheet A004, and repair work must match adjacent floor levels and finishes.

Can the Gov’t provide a survey/report outlining hazardous materials previously identified, tested, and/or abated? If no survey is available/not previously completed, should the Contractor include costs to provide Hazardous Materials Testing?
There is no survey available. Contractor should include testing for Hazardous Materials including the pit.
Can we obtain the video footage showing the existing conditions of the underground pipe?
Video footage can be provided.
Is the government open to using Cured-in-Place Pipe (CIPP) epoxy lining methods for the underground pipe?
The intent of the project is to replace pipe that has build-up within the pipe preventing adequate flow. CIPP would not adequately remove the build-up so is not considered an appropriate alternative.
For the concrete areas that need to be saw-cut/excavated, when we replace the concrete should we match the finish of the existing concrete, e.g. epoxy flooring/coating?
Yes. As noted on Sheet A004, repair work includes matching adjacent floor level and finish unless noted otherwise.
