About this file
This is a Statement of Work (SOW) for a construction services project at the USDA National Centers for Animal Health (NCAH) in Ames, Iowa. The project involves constructing a 13,500 square foot addition to Building 21 to relocate the Mycobacteria/Brucella (MB) laboratory from Building 401, which will be converted to a storage facility. The primary objective is to create a new Animal and Zoonotic Disease Center with Biosafety Level Three (BSL-3) laboratory spaces, including a 6,400 square foot crawl space and renovation of 2,200 square feet of existing office space. The project requires maintaining continuous laboratory operations during construction, with strict protocols for protecting the building, its occupants, and ensuring indoor air quality.
The solicitation (Number 12639525R0012) is an unrestricted procurement with a small business size standard of $45 million under NAICS code 236220. The estimated project magnitude exceeds $10 million. Key project contacts include Contracting Officer Jim Roloff, Engineering Project Manager Gareth Diedrick, and Program Manager Dr. Suelee Robbe-Austerman. The contractor will be responsible for comprehensive preconstruction and construction phase services, including site investigations, code compliance, biweekly progress meetings, submittals, and adherence to environmental guidelines such as using preferred biobased and recycled-content construction materials. The project is expected to include a post-award meeting, construction phasing plan, and final documentation of as-built conditions.

Attachment 1, 12639525R0012 Statement of Work For Construction Services
April 16, 2025
1.1 Title: Animal and Zoonotic Disease Center
| 1.2 Location: | USDA National Centers for Animal Health (NCAH) |
| Building #21 | |
| 1920 Dayton Avenue |
Ames, IA 50010
1.3 Project Scope and Description:
The Mycobacteriology/Brucella (mB) laboratory building 401 was constructed as a temporary laboratory facility in 2002. It was intended that the laboratory spaces and services would be constructed as part of the NCAH site Modernization program, however funding limitations did not allow replacement during the Modernization construction project. The existing laboratory has functional and construction limitations for long-term service to the BSL-2 & BSL-3 program functions being completed in the building, especially with respect to Select Agent containment compliance.
A design has been completed to relocate the mB laboratory functions from Building 401 to the Building 21 facility. The design consists of adding on to and renovating Building 21 to accommodate the services currently residing in Building 401. (When completed, the lab will be renamed the Animal and Zoonotic Disease Center.) The design also delineates options for Building 401 once existing services have been relocated to Building 21.
Additionally, the design addressed the electrical feed to Building 21 and the vital importance of having reliable power to ensure USDA’s mission is not compromised and to ensure the safety of USDA personnel on site. The electrical feed transfer was completed in March 2024.
USDA needs Construction Services per the construction documents (drawings and specifications) to achieve the following:
Project Goals:
· The primary objective (Base Bid) of this construction effort is to relocate services from the Mycobacteria/Brucella (MB) Laboratory Building 401 to Building 21. To accomplish this, a new addition will be constructed on the north side of Building 21 that will provide adequate space to house all necessary services and personnel. It will be an approximately 13,500 square foot (sf) above-grade addition, to be constructed on the north side of the building, adjacent to the existing corridor which connects Building 21 to Building 20. The addition incorporates an approximately 6,400 sf crawl space beneath the Biosafety Level Three (BSL-3) laboratory spaces located on the main floor. This work also requires the renovation of approximately 2,200 sf of office space in the existing building along the north wall.
· The secondary objective (Add Alternate) of this construction effort is to re-purpose Building 401 into a storage facility once services have been relocated to the new Building 21 addition. USDA will maintain the existing office spaces in Building 401 and convert all the lab spaces into space suitable for rack and floor storage.
Laboratory operations must continue during the renovations.
The Contractor will develop a construction proposal which itemizes the level of effort identified in this SOW and per the bid construction documents. The proposal must be broken out for each area, and outline all expenses associated with the project, including labor, materials, equipment, and other potential costs.
The Contractor must protect the building and its occupants during Construction, taking all necessary precautions (i.e., developing Construction schedule for review and approval, manage the construction debris by removing them from the building daily, isolating construction zone from the staff with physical (critical) barriers, utilizing proper ventilation and/or filtration, properly sealing openings, etc.) to ensure indoor air quality is free from air pollutants and to prevent the entrapment of dust in the HVAC supply and return vents. The contractor must maintain and/or create new barriers as needed to maintain the existing building pressurization, directional airflow to maintain the operational biosafety needs of the existing building laboratory spaces during construction of the addition. The Contractor must make all necessary provisions to keep the operational part of the Facility safe, watertight, airtight, and dust free always, and cooperate to keep noise, dirt, and other interferences to a minimum. To accomplish this, the Contractor must submit a Construction Plan for review and approval to allow for progression of work with limited impact on the work force. The Contractor must repair all damages caused by the construction operation.
Tasks that are unclear in this SOW must be confirmed with the Contracting Officer (CO) prior to incurring costs. All work must comply with all applicable federal, state & local building/construction codes. All work must be guaranteed with a one-year blanket warranty after project acceptance along with additional manufacture warranties as applicable.
