About this file
This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a USDA Animal and Plant Health Inspection Service (APHIS) laboratory construction project in Ames, Iowa. The amendment provides clarification on two key areas: Phase 1 Relevant Experience and Phase 2 Oral Presentation requirements. For the Relevant Experience, offerors must provide experience within the last five years from the offeror, proposed subcontractors, or key personnel. The Oral Presentation will be limited to 30 minutes, followed by a 15-minute Q&A session, conducted virtually via MS Teams. Offerors are instructed to present their approach to work, including scheduling, personnel resources, and capabilities, without including pricing information. The amendment emphasizes that all non-price evaluation criteria are equally important and collectively significantly more important than price in the best value trade-off decision.

D). Offerors must present their proposed approach to accomplishing the work, including scheduling, personnel resources and capabilities, and resource availability (labor, equipment) to successfully support the requirements.
Offerors should emphasize their understanding of the project requirements and any unique strengths that will contribute to successful performance.
No additional written materials are required beyond what is already submitted. No pricing information should be included during the oral presentation.
Oral presentations will be evaluated as a stand-alone factor in Phase II. The evaluation will consider demonstrated project understanding and execution strategy, and resource availability
(labor, equipment).
Oral Presentation Rules of Engagement:
- Offeror participants will not reach back by telephone, email, or any other means to any other personnel or persons for assistance during the presentation.
- The government does not intend to ask questions about information contained in an offeror's submission for phase 1.
- Offerors may generally not ask questions during the presentation unless they deal with conduct of the presentation.
- Standard questions will be asked of all vendors. Individualized questions may be asked based on information shared by the offeror in their oral presentation. These will not be shared with all offerors.
- This is not an opportunity to challenge an offeror's approach but to ensure evaluators fully understand the offeror's approach, capability, and resources.
- Oral presentations do not constitute discussions.
3. The underlined is added to the first paragraph after the listed evaluation criteria, page 25:
Offerors should note that all evaluation criteria other than price are equally important, and when combined, are significantly more important than price. As the non-price merits of competing offerors' proposals approach equal, price will become more important in a best value trade-off decision.
