About this file

This is a Questions and Answers document for the Loleta Water System federal construction contract solicitation. The document addresses 57 numbered inquiries from potential contractors regarding project scope, schedule, technical specifications, compliance requirements, and contractual terms.

Project Overview and Schedule: The Period of Performance runs from October 5, 2026, through October 4, 2027, with work to be completed within 180 days of Notice to Proceed issuance. The project involves repairs to a campground water system, including well work, well house construction, underground piping installation, and electrical connections. The campground is currently closed and typically reopens around April 1. Charging and testing of the water system may be deferred until spring to avoid winter freezing damage. Work is restricted to normal business hours, Monday through Friday, excluding weekends and national holidays, with any outside-hours work requiring pre-approval from the Contracting Officer and Contracting Officer's Representative. The solicitation is a Total Small Business Set-Aside contract with an initial bid due date of October 12, 2026 (later confirmed to be changed due to the holiday). Bid results will be posted to SAM.gov following evaluation. This is a single prime contract where the prime contractor is responsible for all work including well-house foundation, slab, building construction, piping, electrical installation, excavation, and site restoration, though subcontracting decisions remain at the prime contractor's discretion.

Technical and Compliance Requirements: The contractor must handle well permitting, testing, disinfection, sampling, and regulatory approvals as defined in plans and specifications; the Forest Service has already acquired a DEP permit. Well depth and casing specifications are based on historical 1969 well log data provided in Attachment 7. The contractor is responsible for contacting One Call utility locating services, with Forest Service assistance for Forest Service utility lines. For the 615 linear feet of new 2-inch HDPE water line, contractors may use horizontal directional drilling as much as possible or open trenching where necessary; bore profiles are not required, but minimum drainage slopes must be maintained. A Pennsylvania licensed well driller is required only for work on the existing well, not for directional drilling. Pressure testing of piping must occur in the presence of the COR before joints are covered; HDD-installed sections and connections may be covered after approved sectional testing, but if leaks are discovered, the contractor must retest and uncover piping at no additional cost. The project is subject to Davis-Bacon Act prevailing wage requirements with wage rates for both Building and Heavy Sewer/Water Treating Plant classifications attached to the solicitation. The wage determination applies Laborers and Plumbers classifications for pipe handling, joining, fusing, and laying, and Power Equipment Operators classifications for excavation equipment operation; wage conformance requests for non-listed classifications follow Federal Wage and Hour Division procedures referenced in Attachments 10 and 11. Buy American requirements apply, as noted in the FAR Clauses checklist for Commercial Construction on page 8 of the solicitation. The contract includes reporting requirements for biobased products under FAR 52.223-2 and sustainable products preference under FAR 52.223-23. Progress payments are permitted on a monthly basis. The well-house building may be field-fabricated provided it meets all drawings and specifications. A new electrical service and meter are required, with utility-company fees and permitting handled per Section 012700 of the specifications; contractors must coordinate electrical work and permits with United Electric Company. An electrical work allowance of $10,000 to the meter is included as Line Item 12 per the revised Schedule of Items (Amendment 0002). Construction equipment, material trailers, and jobsite storage may remain onsite with location approval from the COR. No temporary power or water is available to the contractor during construction. All specifications, including Section 221114 for pressure testing and disinfection requirements, Section 015000 for site security procedures, and additional details regarding concrete specifications, materials, and building requirements, are to be referenced in the complete contract documents. The bridge providing access to the project site is open with no weight restrictions as of its last inspection on September 5, 2025.

Loleta Water System

Attachment 6 - Q & As

1. Section 011400 1.3.B has that the upper loop will be closed September 21, 2026 through December 11, 2026…. Then in bold letters and underlined: “This time frame is the only contract time frame in which the Contractor can perform work at the site.” That can’t work for many reasons and conflicts with the 180 day contract period.

Part of the reason behind all of this is that the water system can not be charged during the winter. It will freeze and damage the pipes and equipment. Maybe we can move the charging and testing until spring?

Answer: The Period of Performance is October 5, 2026 through October 4, 2027. The work must be completed within 180 days after issuance of a Notice to Proceed during that time frame. The campground is currently closed. It typically reopens around April 1 with the water system being opened as soon as the danger of a freeze is over. The Forest would like to have the water system repairs completed in time to open the system in the spring.

Yes, the charging and testing may be done in the spring. Otherwise, the system will need to be winterized.

2. I see that the schedule of items has been corrected, but it is still missing the $10,000 allowance for the Electrical work allowance to the meter. Line Item 12.

Answer: Use Attachment 1 - Schedule of Items Revised, incorporated via Amendment 0002.

3. Section 015000 3.3.B says that the contractor shall use the existing well house road gate to close off the road during the project and that they can daisy chain their own lock to the gate. If the entire campground and/or recreation site is closed to the public, can the contractor daisy chain his lock to the outer most relevant gate?

Answer: The Contractor should apply their own lock to the outer most gate during periods when the Recreation Site is closed. If, for any reason, the site is opened to the public before the work is complete, then, the lock should be moved to an inner gate to protect the work area. The Contractor should take care to prevent the public from entering the site while it remains closed.

4. Are there any known existing underground utilities within the proposed well, well-house, concrete, or utility-route areas that are not shown on the drawings?

Answer: The existing utilities are shown on the drawings to the best of our knowledge.
