About this file
This document is a Questions and Answers (Q&A) file from a site visit for the FR13 Road Repair Project, conducted by the U.S. Department of Agriculture Forest Service on the Monongahela National Forest in West Virginia. The project involves repairing drainage areas damaged by a 2023 flood event, with key details including a 120-day completion timeline, bid submission deadline of September 5, 2025, and specific requirements such as using drip pans for equipment, providing a portable toilet on-site, and using weed-free seed and straw for restoration.
The solicitation is set aside for small businesses and follows Davis-Bacon wage standards, with bids to be emailed to Contracting Officer Michelle Reed (michelle.r.reed@usda.gov) and Contracting Officer's Representative Leo Weese (leo.weese@usda.gov). The project scope includes removing and installing culverts, constructing ditches, grading roads, elevating roadbeds for drainage, and building head walls. The government will provide six Class III barricades and three road closure signs. Contractors must be active in SAM.gov to be eligible, and all bids must be submitted by the specified date.
