About this file
This is an Amendment to Solicitation document (Amendment 0001, effective July 7, 2026) issued by the USDA Forest Service (USDA-FS CSA EAST 12) for solicitation number 12445226Q0033. The amendment modifies the original solicitation requirements and extends the quote submittal due date from September 1, 2026 to September 8, 2026 at 12:00 PM ET. Key modifications include: removal of Lake Russell Trail Bridge M.P. 2.18 from the solicitation requirements with all associated documents revised and located in the SAM.gov attachments section; revision of the Disclosure of Magnitude of Construction Projects to between $1,000,000 and $5,000,000; uploading of a NEPA Report as an addendum to the attachments section; and posting of answers to 77 questions submitted by the bid deadline.
The solicitation involves construction of multiple trail bridges across eight non-contiguous sites in the Chattahoochee National Forest in Georgia and North Carolina. Contractors must construct trail bridges using glulam beam construction with specifications for pressure-treated timber (Southern Yellow Pine No. 1 grade treated to Heavy Duty Ground Contact UC4B or Marine/Foundation UC4C/UC5), concrete work with third-party testing for mix design and air content (4-7%), vegetation removal within specified diameter limits, trail restoration and site restoration to initial conditions, and compliance with environmental constraints including no in-stream work and strategic creek crossings that avoid creek bed disturbance. Work must be confined within existing trail traveled way limits (4 to 4.5 feet wide, except Becky Branch at 2 feet), with bat season restrictions from March 16 to November 15. Anticipated onsite work is scheduled to begin October 2026. Forest Service personnel will perform all required inspections, and the project is tax-exempt only for materials and services purchased directly by the Government.

27. To help reduce the costs associated with transporting and installing the large glued-laminated timber (glulam) beams, including the potential need for specialized heavy equipment or helicopter lifts, would the U.S. Forest Service be willing to consider the use of Fiber-Reinforced Polymer (FRP) trail bridge systems as an approved alternative? FRP bridge components are significantly lighter than comparable timber members and can often be transported and installed using smaller equipment or manual handling methods, which may reduce construction impacts, improve site accessibility, and lower overall project costs. The US Forest Service issued a document entitled “A Guide to Fiber- Reinforced Polymer Trail Bridges” (https://www.fs.usda.gov/eng/pubs/pdfpubs/pdf06232824/pdf06232824dpi72.pdf) which outlines “The advantages of [FRP] composites in trail bridge applications include their light weight (figure 5), high strength, resistance to corrosion, and fast, easy installation.
These properties make them competitive with standard bridge materials in situations where access and construction present difficulties. [FRP] Composite materials can be designed to provide a wide range of tensile, flexural, impact, and compressive strengths.
They can be formed into any shape and colorants can be added to allow the structures to blend with most landscapes. The use of [FRP] composites eliminates any potential environmental impacts of treated wood or galvanized steel used in riparian environments”.

Attachment 2- Statement Of Work
45. The solicitation states Contractors can only work on one bridge at a time. Please confirm.
• In regard to working on different sites simultaneously, please utilize Technical Approach narrative to include anticipated contingencies/challenges/risks and strategies that shall be utilized during the course of this project. The Government reviews the approach to determine if proposed method or plan is acceptable .
46. Per the project phasing requirements on Page 5 of 21 in "C04_Attachment 2 – Statement of Work – CRRD Trail Bridges Phase 2," the document states: "Work at an active trail construction site shall be substantially completed before mobilizing to the next trail site.
Once construction activities begin on a site, the contractor shall make reasonable effort to complete all work at that respective site. In no circumstance shall the contractor begin work at one existing site then move to a new trail site and begin work." Given the accelerated contract duration, difficult site access, the wide spread bridge locations, and seasonal tree clearing/liming restrictions associated with protected wildlife (including bat habitats), constructing the project in a strictly sequential manner may not be feasible.
Please confirm that the Contractor will be permitted to work at multiple sites concurrently and that several, if not all, project locations will be made available at the same time to support the required project schedule. Additionally, please clarify any restrictions on concurrent operations between sites.
• In regard to working on different sites concurrently, please utilize Technical Approach narrative to include anticipated contingencies/challenges/risks and strategies that shall be utilized during the course of this project. Once Forest Service reviews we will confirm if proposed method or plan is acceptable. If permitted, all sites will be made available for full access and operations.
47. Based on the below statements from "C04_Attachment 2 – Statement of Work – CRRD Trail Bridges Phase 2” and discussions from the site visit on 7/28/26, the bidding contractors should assume the LOD from the trial head to the bridge site location is no wider than 4-feet to 4.5-feet and can be assessed by a UTV or equipment of similar width. Please confirm.
• Page 3 of 21: “All additional solicitation trails has an average existing and consistent width of 4-feet to 4.5-feet and can be assessed by a
UTV.”
• Page 1 of 21 note 6: “All specified work shall be confined within the limits of the existing trail traveled way, adjacent ditches, shoulders, cut/fill slopes, and trail embankment stabilizations. Running off the trails will not be allowed on project site and will result into write-up and Notice of Non-Compliance.
• Yes, all trails (except Becky Branch, which is 500-feet in total length and averages 2-feet in width) have an average existing and consistent width of 4-feet to 4.5-feet and can be assessed by a UTV.
48. Per Page 6 of 21 of "C04_Attachment 2 – Statement of Work – CRRD Trail Bridges Phase 2," there is a reference to a "Helicopter Safety Plan (Helicopter Transporting Safety Plan is optional)." • Please also clarify whether helicopter use will be considered an acceptable means of access and material transport for all project sites, or if limitations apply to specific locations.
• Per the Technical Approach, contractors are to include in their narrative anticipated contingencies/challenges/risks and strategies for resolving them. The Forest Service will proceed forward from there.
49. The solicitation states anything out of the trail, the Government will issue a notice on noncompliance to the Contractor. Please confirm.
• This is referring to the Statement of Work page 1, bullet 6. This means do not constantly travel outside the trailway regularly as this will result in significant ground disturbance. There is some tree clearing and trail brushing required 4-feet on the uphill and downhill from center of trailway; this work shall result in some work outside of trail but shall include removing tracks/ruts to restore back to initial conditions (refer to 100% drawings, D-110 and D-111).
50. Please provide guidance on the Government’s penalty to the Contractor if a Notice of Non-Compliance is issued to disturbing land outside of the allowable areas adjacent to the trails.
• Responsible party will be cited in writing in areas not adhering to project scope and will be required to perform corrective measures addressing deficiencies in a timely manner as requested by Contracting Officer.
Attachment 3- Lake Russell M.P.2.18 Stakeout Coordinates_12-01-25 and Attachment 5- Lake Russell M.P. 2.18 Trail Bridge_100% Drawings.pdf - Please note, this Trail Bridge was removed from the solicitation and all associated documentation will be removed from the sam.gov.
51. Attachment 3 gives 40 stakeout points for Lake Russell M.P. 2.18 only. Will comparable stakeout data be issued for the other sites?
• The Government will consider this inquiry during the RFI stage after the requirement has been awarded. All offerors should submit their quotes according to the most recent Schedule of Items posted in the documents section of the sam.gov posting.
52. The general notes sheet (G-102) lists Drainage Area, Q100 flood flow, and Freeboard as "N/A," while the profile sheet (C-102) shows an actual "100-yr flood" elevation of
957.37 and a 3-ft freeboard callout. Which is correct?
• Lake Russell Trail Bridge M.P. 2.18 was removed from the solicitation and project in its entirety. Refer to Amendment 1.
53. How will Contractors be able to cross if the water is constantly flowing?
• All NEPA requirements were completed. No in-stream work shall take place on this project. The Contractor shall be strategic in their Technical Approach of addressing how they will cross the creek without affecting the creek floor bed with their mechanized equipment tracks or rubber tires.
54. Are Contractors allowed to divert the waterflow to allow access from one side to the other before the bridge is built? For example, Dam up the creek and pump water around.
• All NEPA requirements were completed. No in-stream work shall take place on this project. The Contractor shall be strategic in their Technical Approach of addressing how they will cross the creek without affecting the creek floor bed with their mechanized equipment tracks or rubber tires.
55. How was the bedrock verified?

• Yes, both sets of plans shall be of the same finish appearance.
62. Attachment 5 for Sheet C-106 under the "Timber & Lumber" specifications says the curb, sills, backing planks, etc. must be Coastal Douglas Fir/Larch. Will a #1 grade Southern Yellow Pine be acceptable here?
• Yes, Number (No.) 1 grade Southern Yellow Pine will be acceptable.
Attachment 4 - Drawings_TS Zeta Multiple Trail Bridges Project
63. Attachment 4 - Sheet G-105 Section III, Item 4 Section states to use A316 SS bolts for wood deck connections. Sheet D-101 states to use 60d (6") ring shank nails. Theseare typically supplied as Hot Dipped Galvanized nails. Will this be acceptable or is therea detail that shows how to use the 316 SS Bolts to fasten the deck planks?
• 60d (6") ring shank nails is acceptable. Screws are preferred due to shank nails backing out over time. For clarity, the posts require the bolts.
64. Attachment 4 - Sheet G-105 Section III, Item 6 Section F states the members shall be pressure treated prior to gluing with an oil borne treatment. Typically, the only treatment type done before gluing is a CCA water based treatment. Oil borne treatment is provided after gluing and sizing of the glulams. Can you confirm oil borne treatment after gluing is acceptable?
• Oil-borne DCOI treatment after gluing is acceptable. Girders shall be manufactured to the exact dimensions shown on the drawings, with all fabrication and drilling completed at the plant prior to treatment to the maximum extent practicable, per AASHTO LRFD Article 8.4.3.1. Treatment shall be to AWPA U1 UC4A retention in accordance with AASHTO M 133 and AITC 109. Each girder shall bear the treatment quality mark and be furnished with treatment certification per AASHTO LRFD Article 8.4.3.3, and with a Certificate of Conformance to ANSI/AITC A190.1 from an accredited inspection and testing agency per AASHTO LRFD Article 8.4.1.2.1. Field cutting of girders is not permitted. Field drilling is limited to bearing shoe connection holes only; all field-drilled holes shall be thoroughly saturated with copper naphthenate field preservative in accordance with AWPA M4 and AASHTO M 133 (per Article 8.4.3.1) prior to installation of hardware.
65. Would a CCA treatment done before gluing and sizing be acceptable for the glulam members? It would be 0.60 CCA and the material is kiln dried after treatment prior to gluing.
• 0.60 pcf CCA treatment of Southern Pine laminations prior to gluing, kiln dried after treatment with mating faces resurfaced prior to glue-up per AITC 109, is approved as an alternate for the laminated girders only. CCA shall not be used for decking, curbs, railings, or any component subject to direct pedestrian contact, per AASHTO LRFD Article 8.4.3.2.
66. Will the pressure-treated materials require WWPI BMP documentation/3rd party inspection?
• Yes. Pressure-treated materials will be provided with WWPI BMP documentation. Third party inspection will be provided if required by the project specifications or the USDAFS.
67. I have not seen the requirement for the glulam materials to be inspected by an independent testing and inspection agency per the 9th bullet under Section III, 6, F on sheet G-105 on Attachment 4. Will that be required? The glulam materials will be supplied by an ANSI certified supplier and will come with the necessary documentation/in house certifications.
• Independent inspection and testing agency certification is required per AASHTO LRFD Article 8.4.1.2.1. No additional or separate inspection beyond the supplier’s standard certification program is necessary. The requirement is satisfied provided that: (1) each glulam member bears the quality mark of an accredited inspection and testing agency (e.g., APA EWS or TP); (2) each member is furnished with a Certificate of Conformance to ANSI/AITC A190.1 issued under that agency’s quality assurance program; and (3) each member is stamped “TOP” at both ends (due to the required cambers). The ANSI-certified supplier’s standard documentation package, as described, meets this requirement.
68. Attachment 4 - Sheet G-105 Section VII, Item 2 states the backwall planks shall be incised and pressure-treated Southern Yellow Pine. Typically, Southern Yellow Pine is not incised prior to treatment. Usually, West Coast species such as Douglas Fir and Larch are incised due to their inability to accept pressure treatment, however SYP doesn't have that issue. Will that be required?
• No. Incising is not required for Southern Yellow Pine. SYP is a readily treatable species and typically achieves the specified preservative penetration without incising. Incising is generally used for refractory species such as Douglas Fir or Larch to improve treatment penetration. Provided the Southern Yellow Pine meets the specified treatment retention and applicable AWPA requirements, non-incised material is acceptable.
69. Attachment 4 - Sheet G-105 Section X, Item 3 for the Timber only says Southern Yellow Pine. Can you provide the grade required for these components listed here?
