Bolar Mountain Recreation Area Wastewater System Solicitation No. 12445121R0016
Amendment #1
Solicitation Number: 12445121R0016 Amendment #0001
Bolar Mountain Recreation Area Wastewater System 2021
Date: 05/21/2021
This addendum modifies the original Solicitation Documents for the Solicitation Number 12445121R0016 and any previously issued addenda. The items in this addendum shall govern the work, taking precedence over previously issued specifications and drawings governing the items mentioned.
The following changes have been made to the contract solicitation for the above named project.
Please incorporate the following information into your proposal.
Questions and Answers
1Q: Some of the existing manholes have unknown lines coming into them. Do we need to connect these lines into the new system?
1A: Contractor shall verify any unknown laterals into manholes to determine if they are existing services or stub outs for future. This likely entails videoing the line.
2Q: When can trees be cut down?
2A: Trees can only be cut down from April 1st to November 14th due to bat habitat concerns.
3Q: Is straw, seeding, and fertilizer required on all areas or just the drip field location?
3A: All disturbed areas shall receive straw, seeding, and fertilizer.
4Q: What is the intent of the location of the new sewer lines?
4A: The intent is to follow the existing sewer lines as much as possible.
5Q: When will the existing wastewater treatment plant be decommissioned?
5A: The existing wastewater treatment plant is included in the last option item as part of line item “Removal and Disposal of Existing Structures” and will only occur when all other work is complete.
6Q: What happens with any infrastructure (roads, trails, sidewalk, parking lot, camping sites, utilities) that is damaged during construction?
6A: Any damage to existing infrastructure shall be repaired to as close to original condition as possible.
7Q: Are submittals required for all work or just the portion of the work that is awarded?
7A: Submittals are only required for the portion of the work that is awarded.
Amendment #1
8Q: Is construction staking required for all items or just the portion of the work that is awarded?
8A: Construction staking is only required for the portion of the work that is awarded.
Each option item with earthwork has a construction staking bid item.
9Q: Is electrical design required for all items or just the portion of the work that is awarded?
9A: Electrical design is only required for the portion of the work that is awarded.
Each option item with electrical work has an electrical bid item and includes design for that portion of the work.
10Q: If the contractor needs to mobilize in the fall and again in the spring will the contractor be paid more for the second mobilization?
10A: No, there is only one mobilization bid item per base and option items and shall include two mobilizations, if needed. Mobilization for inspection services shall be included in the one bid item.
11Q: Do lift stations and the wastewater treatment plant need alarms?
11A: Yes, need both visual and audio alarms.
12Q: What happens if lead or asbestos is suspected?
12A: Immediately stop work that affects the potential lead or asbestos containing material and notify the Contracting Officer. The Forest Service is in the process of obtaining lead and asbestos inspections on structures slated for demolition.
13Q: Different valve boxes are mentioned in different areas and what is the difference?
13A: Specification section 133402 is utility boxes and is for all utility boxes that are not specifically mentioned in other locations. Specification section 221300, paragraph 2.9.C lists the box for those cleanouts that have boxes. Specification section 221300, paragraph 2.14 D lists the box for air/vacuum breaker assemblies.
14Q: Is valve box bedding considered incidental?
14A: Yes.
15Q: Where are cleanouts required?
15A: Pre-septic tank sewer line cleanouts are required within 5 feet of the building and at every change of direction between the building and the septic tank. Sewer line cleanouts are required every 400 feet between the septic tank outlet and lift station.
16Q: Are manholes required at sewer main change of directions?
16A: No. See 15A above.
17Q: Who is responsible for compaction testing, the contractor or Forest Service?
17A: Contractor.
Amendment #1
18Q: How is topsoil placed over the drip field?
18A: Topsoil shall be placed over the drip field in a manner as agreed upon with the
Contracting Officer. Care shall be taken to minimize compaction to the original soil, damage to the drip field, and compaction of the new topsoil.
19Q: There are places along the road where the guard rail may impact the ability to trench in the sewer line. Is it okay to remove and replace the guardrail?
19A: Yes, this can be done but not included as a separate bid item.
20Q: Drawing Sheet 3-17 CG#2 there is a gravity sewer line that goes to the west.
Where does that line go to?
20A: The line goes to a dump station.
21Q: Drawing Sheet 2-17, what size is the new line that comes from CG’s #2 and #3 to the beach pump station?
21A: The line is a 2-inch force main.
22Q: Drawing EZ3, Note 2 says to bury all lines a minimum of 3’ unless shown otherwise. Is this the correct minimum burial depth?
22A: Minimum burial depth is 36” to the top of force mains and 48” to the top of gravity lines.
23Q: What is the intent of the inspection of existing wastewater infrastructure?
23A: The intent is to determine the condition of the existing infrastructure and to assist in a determination on what existing infrastructure may be left in place. The schedule is set-up for complete replacement of all wastewater systems but if it is discovered that much of the existing system is in good condition modifications will be needed to address contract changes. Scope could change to include such items as pothole and line repair, CIPP, slip lining, pipe bursting, manhole grouting, lift station refurbishment, etc.
24Q: What is the general intent of the demolition of existing infrastructure?
24A: Electrical will likely need to have a junction box installed at some point to be able to connect to the new infrastructure. Above ground metal components and manhole lids are recommended for recycling and need to be removed from the site. Concrete manholes, and tanks may be broken up with concrete pieces less than 2-feet in maximum dimension and buried in place with no concrete within 1-foot of finished grade. The exception is if new infrastructure is going in the same place as the existing infrastructure this will necessitate complete removal of the concrete. Pipes may be cut at locations indicated by the CO and ends grouted.
25Q: Where are buried cleanouts required and where do cleanouts come to the surface?
25A: The specific type of cleanout for each location will need to be agreed upon with the Contracting Officer. The general intent is that any cleanout that could be run over by a vehicle will be installed below-ground in a traffic rated valve box.
Cleanouts with low risk of damage will be completed at the ground surface.
Amendment #1
26Q: Where are connections to existing buildings to be made?
26A: In general, the connections are to be made within 5 feet of the existing buildings and infrastructure. The Contracting Officer may allow connections that are farther away depending on certain conditions such as wanting to keep a manhole in line or for ease of connection.
27Q: Is an electrical outlet and lighting required for the wastewater treatment infrastructure?
27A: Yes, the electrical design shall include at least one 120-amp electrical outlet that could be used for service and the wastewater treatment area shall be designed for a minimum level 0.25-foot candles for tank, control, and electrical components.
The lighting shall be able to be controlled by a switch to allow it to be turned off and on as needed.
28Q: Some sections of the drawings show precast concrete manway risers, some show plastic, and some state allow either. What is desired?
28A: All manways shall be precast concrete with 24-inch diameter cast iron manhole lid.
29Q: How should non-potable waterline and potable waterline crossings be handled?
29A: See drawing notes, sheet 17/17.
30Q: How are the pumps in the tanks removed for maintenance, repair or replacement?
30A: The plans indicate pumps are to be pulled by disconnecting the union and pulling the pump up with a nylon string. Contractor to include and provide a submittal for a rail and hoist system with a disconnect union for all tank pump equipment.
