About this file
This is a Questions and Answers document addressing contractor inquiries regarding the Lake Alva Campground Improvements project on the Lolo National Forest near Missoula, Montana. The document clarifies operational procedures, material specifications, and scheduling constraints for a $500,000 to $1,000,000 project involving water system replacement, electrical system upgrades, and loop repaving.
Key clarifications include: the active Richmond Timber Sale operating through October 2028 with restricted campground access from September 15 through May 21 annually, allowing most project work to occur simultaneously with timber operations except water system pipe replacement; acceptable disposal methods for unsuitable materials (removal of unburnable tree trunks and root balls with firewood-suitable material allowed in neat piles); socket fusion approved as an allowable pipe fusion method per Section 2.4.A of specifications; native backfill acceptable if meeting specification requirements; existing topsoil salvage permitted; RV host sites available for contractor use when hosts are absent; and campground closure authority granted starting August 1st for construction activities, with advance notification required if closures extend into 2027 or 2028. The document addresses practical constraints and provides flexibility for contractors while establishing operational boundaries and material standards aligned with Forest Service requirements.

Text version
· Do you have the dates of the logging contract & do they overlap since some areas we will be working in are the same?
The Richmond Sale is active until October 2028. The purchaser can operate in the campground between September 15th through May 21 in 2026, 2027, or 2028. (We have an awarded sale (Richmond Timber Sale) that will treat in the campground. There is a limited operating period that restricts them from operating when the campground is open. Practically, it would be difficult to do most of the water system pipe replacement simultaneously, but most of the rest of the project could occur simultaneously with the timber work.)
· Do you want just the shrubs, stumps, & tree limbs that can’t be recycled into firewood removed or do you want the tree trunks removed as well?
Suitable firewood material and material that can be burned may be left on site in neat piles that do not interfere with normal campground activities. Unburnable material including root balls and tree trunks shall be removed. It is anticipated that the Forest Service can designate a waste area within ten miles of the campground. Stump disposal on National Forest lands may require burial.
· Would socket fusion be acceptable since the specs only list compression and butt fusion?
Socket fusion is one of the allowable methods mentioned in Section 2.4.A of the specifications.
· Can native backfill be used instead of bedding material if the native soil isn’t rocky?
Any bedding material that meets specification requirements is acceptable.
· Is topsoil required to be brought in? Or can we save the top few inches of existing & put it back when done?
Salvage of existing top soil is acceptable.
· Would the RV host sites with full hookups be available to camp in if it was acceptable to close the campground?
Yes, the RV host sites are available when the host leaves for the season. Use of the host sites if the campground is closed during the normal operating season is allowed if host is not occupying the sites.
· Will contractor be allowed to close the campground?
The contractor can close the camping loops of the Lake Alva campground starting August 1st for construction activities. If closure is to occur in 2027 or 2028, notify the Forest Service prior to March 1st. The campground is closed seasonally from approximately Labor Day to Memorial Day, and a special closure is not necessary during that time.
