About this file

This is a Questions and Answers document for the Lake Alva Campground Improvements project (Solicitation Number 1240LU26Q0055), a USDA Forest Service solicitation for improvements to the Alva Lake Campground located approximately 60 miles north of Missoula, Montana along Highway 83. The project, valued between $500,000 and $1,000,000, involves replacing the existing water system, electrical system, and repaving a loop of the campground.

The Q&A document addresses contractor operational constraints and material specifications. Key operational details include coordination with an active Richmond Timber Sale (operating through October 2028), with restricted timber operations permitted only between September 15th and May 21st during 2026, 2027, or 2028. Contractors may close the Lake Alva camping loops beginning August 1st for construction activities, with notification required within 10 days of contract award for 2026 closures or prior to March 1st, 2027 for later closures. RV host sites with full hookups remain available when hosts are not occupying the sites. Regarding material handling, suitable firewood materials may be left in neat piles, while unburnable materials including root balls and tree trunks must be removed from the site. The document confirms that socket fusion is an allowable pipe fusion method per Section 2.4.A of the specifications, native backfill meeting specification requirements is acceptable, existing topsoil salvage is permitted, and bedding material must comply with specification standards. The Forest Service anticipates designating a waste area within ten miles of the campground.

Text version

· Do you have the dates of the logging contract & do they overlap since some areas we will be working in are the same?

The Richmond Sale is active until October 2028. The purchaser can operate in the campground between September 15th through May 21 in 2026, 2027, or 2028. (We have an awarded sale (Richmond Timber Sale) that will treat in the campground. There is a limited operating period that restricts them from operating when the campground is open. Practically, it would be difficult to do most of the water system pipe replacement simultaneously, but most of the rest of the project could occur simultaneously with the timber work.)

· Do you want just the shrubs, stumps, & tree limbs that can’t be recycled into firewood removed or do you want the tree trunks removed as well?

Suitable firewood material and material that can be burned may be left on site in neat piles that do not interfere with normal campground activities. Unburnable material including root balls and tree trunks shall be removed. It is anticipated that the Forest Service can designate a waste area within ten miles of the campground. Stump disposal on National Forest lands may require burial.

· Would socket fusion be acceptable since the specs only list compression and butt fusion?

Socket fusion is one of the allowable methods mentioned in Section 2.4.A of the specifications.

· Can native backfill be used instead of bedding material if the native soil isn’t rocky?

Any bedding material that meets specification requirements is acceptable.

· Is topsoil required to be brought in? Or can we save the top few inches of existing & put it back when done?

Salvage of existing top soil is acceptable.

· Would the RV host sites with full hookups be available to camp in if it was acceptable to close the campground?

Yes, the RV host sites are available when the host leaves for the season. Use of the host sites if the campground is closed during the normal operating season is allowed if host is not occupying the sites.

· Will contractor be allowed to close the campground?

The contractor can close the camping loops of the Lake Alva campground starting August 1st for construction activities. If closure is to occur in 2026, notify the Forest Service within 10 days of contract award. If closure is to occur in 2027, notify the Forest Service prior to March 1st, 2027. The campground is closed seasonally from approximately Labor Day to Memorial Day, and a special closure is not necessary during that time.
