The document addresses ten clarifying questions submitted by potential bidders regarding contract administration, insurance, bonding, and documentation requirements.
Key contractual details include: work must commence upon contract award, receipt of bonds, and issuance of notice to proceed, with all work completed by October 1, 2027; no liquidated damages apply to the contract; no set milestone deadlines exist, but contractors must maintain functioning water and wastewater systems throughout performance except during pre-approved interruption windows requiring two days' advance notice to the Contracting Officer; insurance requirements are governed by Montana state law per FAR 52.236-7; there are no DBE participation goals; and disputes are subject to the Contract Disputes Act (41 U.S.C. Chapter 71). The contract is issued under FAR Part 12 with incorporated Montana Public Works Standard Specifications, with FAR 52.212-4(r) Order of Precedence controlling any inconsistencies. Bidders must submit five project narratives with quotations, with additional contractor and subcontractor qualifications required after award. Bid bonds must be submitted using FAR Standard Form 24. CAD files are not provided during the solicitation phase but may be supplied to the successful contractor after award.
