About this file
This document is a Questions and Answers (Q&A) response set dated January 22, 2026, for federal contract 1240LU26Q0007, GAOA Condon Bunkhouse Maintenance Repairs. The solicitation requires work completion within 60 days after notice to proceed, with work anticipated in April 2026. A pre-work conference will be held after NTP issuance, requiring contractor schedule submission and Contracting Officer approval. Key work requirements include painting all doors, jambs, and trim (inside and outside); repairing visible maple flooring in Residence #3 damaged by flooding; installing new linoleum flooring in the laundry/utility room of Residence #3; moving furniture; drywall repairs with fire tape to meet current building codes; and preparing and painting interior closets and cabinets. The contractor must assume all painted areas contain lead paint, contain waste without environmental release, provide proper employee PPE, and dispose of lead paint waste per Montana Law. Mold and dust cleanup via HEPA-filtered vacuuming, tri-sodium phosphate washing, and repeat HEPA vacuuming is required in flooded areas. Basement epoxy flooring requires three coatings (primer, intermediate coat, topcoat). On-site camping is available, and Residence #3 garage may be used for equipment and furniture storage.
Additional requirements clarify that paint color transitions without trim should match the previous paint scheme "in-kind" without added trim; closet doors must be returned to functional use after painting with minor repairs performed if disassembled; drywall installation around electrical outlet boxes is required but not electrical work itself; airless sprayers are permitted for ceiling work if skilled labor is available and overspray is cleaned; electricity and heat are available, but water availability is weather-dependent; and the contractor is responsible for furniture movement. Change orders must be processed in writing from the Contracting Officer. Carpet removal and bunkhouse floor sanding/refinishing are not required—maple floor refinishing applies only to Residence #3.
