About this file

This is a Questions and Answers document for federal solicitation 1240LU26Q0007, addressing bidder inquiries regarding environmental hazards, pricing, and wage requirements for renovation work on three residential buildings.

Regarding environmental hazards, bidders must assume all three buildings contain lead-based paint and implement best management practices for worker protection and waste disposal. No asbestos-containing material (ACM) will be encountered; testing of flooring tiles and layers in Residence #3's utility room by the US Forest Service confirmed no ACM was detected. Bidders should price work strictly as presented in the Statement of Work and shown on drawings and specifications without contingencies for additional environmental remediation. For labor costs, bidders must apply the Davis-Bacon wage rates published in General Decision Number MT20250063 dated December 12, 2025, as the minimum required rates for certified payrolls on the resulting contract, though workers may be compensated above prevailing wage rates.

Q25: The Davis-Bacon wage rate decision is dated 2010 & seems to be too low. Should we use that rate?

Ans: Wage rates published in General Decision Number: MT20250063 dated 12/12/2025 apply. the resultant contract will use this same one and be the minimum labor rates required on your certified payrolls. It is not uncommon for workers to be paid more that prevailing wage.
