About this file
This is a Questions and Answers document for solicitation 1240LT26Q0139, addressing contractor inquiries regarding the McCall and Council Tree Cooler Deferred Maintenance project. The document provides clarifications on 76 questions submitted by prospective bidders prior to the September 3, 2026 quote due date.
Key project details include refurbishment work at two U.S. Forest Service facilities in the Payette National Forest near McCall, Idaho, with a period of performance from September 9, 2026 through March 6, 2027 (180 days). The scope encompasses significant structural and infrastructure improvements at both locations, including roof additions with new rafters and blocking, fiber cement siding and trim replacement (factory-primed and painted), electrical upgrades including underground service to Council facility and new conduit runs totaling approximately 415 feet, new heating units, plumbing repairs and fixture replacement, concrete floor polishing and crack repair, railing repairs and repainting, storm drainage system replacement with four catch basins and approximately 212 linear feet of pipe, and various interior renovations. All work is base bid with no options. The solicitation uses a lowest price technically acceptable evaluation method with no price-non-price tradeoffs; award will be made to the responsible quoter submitting the lowest evaluated price among technically acceptable quotes, with past performance assessed for acceptability or neutrality. The Forest Service will handle item removal from facilities prior to construction, and one superintendent is sufficient for managing both concurrent job sites. Contractors must hold their price for 60 days and may utilize mobilization line items to account for cost differences between the two locations.
