About this file
This is a Questions and Answers (Q&As) document for federal contract 1240LT26Q0117, addressing clarifications regarding a roofing project. The document confirms that a single individual may serve in multiple roles as Superintendent, Site Safety and Health Officer (SSHO), and Quality Control Manager. The contract period is set at 365 days from Notice to Proceed issuance, currently anticipated in fall 2026, with the understanding that this timeframe is inclusive of material and equipment lead times; however, excusable delays may warrant contract extensions in accordance with FAR Clause 52.249-10.
The Q&As address several project-specific concerns: existing roof sheathing must be completely removed rather than having new sheathing placed over it; the manufacturer and warranty holder of the existing roofing system are unknown; asbestos or lead presence is currently unknown but would trigger contract modifications if discovered as a differing site condition; the building will be unoccupied during work with no phasing requirements; third-party inspections are not required unless necessary for warranty purposes; permitting responsibility falls to the contractor despite no specific permits being mandated in contract documents; and tax exemption status depends on state and local law with the government providing exemption evidence upon request via Standard Form 1094. Site visit attendee sign-in sheets have been posted to SAM.

1240LT26Q0117 – Attachment 6 - Q&As
1. Can one person "triple hat" as Superintendent, SSHO and QC Manager? Yes
2. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project? The current 365 day period is considered sufficient time to complete the project, and is inclusive of material/equipment lead times, however, excusable delays requiring contract extensions are considered when necessary, in accordance with FAR Clause 52.249-10.
3. Please provide the site visit attendee sign-in sheet. Posted to SAM
4. (If building is occupied) Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements? There should not be anyone in the buildings so there shouldn’t be any phasing concerns
5. Please confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system. This information is unknown.
6. Please confirm whether asbestos or lead is present on this project, and if so, provide the relevant documentation. Currently unknown, if it is tested positively then a modification to the contract would be warranted as a differing site condition in accordance with FAR Clause 52.236-2.
7. Is this project tax exempt? This would depend on State and Local Tax laws. The applicable contract clause is 52.229-3. In accordance with the clause, “the Government shall, without liability, furnish evidence appropriate to establish exemption from any Federal, State, or local tax when the Contractor requests such evidence and a reasonable basis exists to sustain the exemption”. This can be requested by using a Standard Form 1094.
8. When do you anticipate on site work starting? The performance period begins with the issuance of a Notice to Proceed and shall be for a 365 day period thereafter. Currently, issuance of an NTP cannot be specifically determined until after award, but is anticipated in the fall, 2026.
9. Are third party inspections required? No unless it is required to get the warranty.
10. Is permitting required? The government has not dictated any specific permits within the contract documents, however it is also the contractor’s responsibility to obtain permits as required.
11. Is the existing roof sheathing to be removed?
The existing roof sheathing is to be removed, not to have the new sheathing placed on top of it.
