Request for Information for Bridgeport Sewer July 2021

Your attention is directed to section 023701 SEDIMENT AND EROSION CONTROL MEASURES. I request to eliminate the requirement for a National Pollutant Discharge Elimination System (NPDES) permit as spelled out in subpart 1.4 An NPDES permit is required as spelled in subpart 1.4 Delete the confusing paragraph 1.3 which states “ DELETE paragraph below if project is less than the size threshold (varies by state, but is in the ½ to 1 acre range per Robert).

Is there a current/historical geotechnical/topographic survey reports for the FS-32026 location?

There are percolation tests for this location which are attached. No other geotechnical information is available.

Are there as-builts of the existing sewer lift package reflecting the existing structural, civil, or mechanical features? Please provide as-builts if available.

There are no as-builts of the existing sewer lift package.

Who is the electrical service provider for existing site?

CalEdison is the electrical service provider for this site.

Please specify project supervision requirements. Will single triple-hat on site supervisor be permitted?

The contractor may designate in writing an on-site representative that will ensure work is done safely and according to the contract.

Will onsite temporary power be available for contractor use?

There is 1 outlet that may be available for use at the tool shed on the compound. All other outlets are paid for by tenants and not available for this project.

Please provide USPS recognized street/mailing address of project site at FS-32026 for shipping of material/equipment.

Please confirm that acceptable performance hours are from 7:00am- 5:30pm Monday through Friday. Please specify any quiet time requirements. Please indicate any seasonal shutdown requirements.

This proposed time is acceptable. The compound is occupied all year by residents but weather may limit work during the winter months.

Has the government determined or considered a tentative staging area to be utilized by contractor for storing of material, temporary facilities, and daily parking of personnel vehicles/equipment?

The contractor may propose staging and parking areas for approval by the Contracting Officer.

Does the government forecast any outages during performance having subsequent impacts on tenants residing in the bunkhouses (I.E. Water/Electrical)? Special outage requirements?

Yes. We expect any disturbance to existing electrical, water, and sewer to be minimal since there are tenants occupying these quarters. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public and employees. Road closures will be permitted, when required, upon written approval of the Contracting Officer (CO). Short duration closures of plumbed facilities will be permitted, when required, upon written approval of the Contracting Officer (CO). Such closures should be timed to have the least impact on site operations. Refer to Section 000001 Paragraph 1.4 A 7, 221100 Paragraph 1.7, and 221300 Paragraph 1.5 A

Will any/intermittent nesting or raptor surveys be required during the performance of this project?

None will be required

As per Section 01 15 00, in the event that archaeological resources are discovered, please confirm that contractor is permitted to continue with work in other areas of FS-32026.

Yes. If work is ready to be performed in a non-sensitive area, operations may continued in that area. If Archeological Monitor discovers resources, immediate relocation of the work to a nonsensitive area may be required to allow Monitor to take soil samples and record resources. While Archeological Monitor is documenting resources in sensitive areas, Contractor shall relocate work to nonsensitive areas where monitoring is not normally required.

If resources are discovered while Archeological Monitor is absent, stop work immediately and report the discovery to the Contracting Officer.

Drawing sheet S-1 directs removal of existing cleanouts. What size are the cleanouts and what material are they AC, ABS, Clay etc.?

Most existing cleanouts are 4” PVC

Per sheet S-1 note 4 of the demolition comments, it states that KTR is to remove underground tanks, structures, pipelines and conduit to a minimum of 24’’ below grade. Please confirm whether hazardous materials (I.E. Asbestos piping) are present. Please clarify capping requirements for abandonment.

Other than raw sewage, no hazardous materials are known to exist. Fill and grade per 312000 Earthwork.

Sheet S-1/note 6 states that sprinkler lines may have instances where a sprinkler line is inadvertently still open to supply. Please confirm all sprinkler systems have isolation shut off valves.

All sprinkler shutoffs may not be known and accessible. Contractor should assume old sprinklers lines may exist and there is a possibility they are not shut off. Contractor should approach the lines assuming they are live until proven otherwise.

Per sheet S-1 note 7, the electrical feeder is to be removed by ensuring it is pulled from the entire length of the conduit. Will this trigger a notification of an outage request? And what other components or other buildings would be affected by this demolition procedure?

We can confirm that service line only serves the treatment works to be demo’ed. No request for an outage is required, but demo can only proceed after all sewage is passing through a functional new treatment works.

On multiple sections of the drawings, it states requirement for repairing asphalt. As the current asphalt is in poor shape, please clarify whether patch back is to be via cold patch or hot patch? Note: given location of FS-32026 in relation to nearest batch plant, it may be difficult to get hot patch AC to site, especially in small increments. If hot patch is required and scheduled patch back runs into batch plant’s off season/snow, please confirm whether it is acceptable to patch back as punch list when batch plant reopens.

Aggregate is planned for the road repairs. See schedule of items 321204.

16, Per sheet S-3 it shows install of new septic tank and lift station. As existing lift station sits at the lower basin, as per RFI question 1 above, has there been a soils test conducted to validate that there is no contaminated soil?

No soils or leak testing has been performed. There is a low likelihood that the existing tanks are leaking. Assume the tanks are not leaking for purposes of bidding. Notify the CO if it is found otherwise.

Per sheet WW-1 note 12, KTR is to submit a plan for each temporary sewage bypass system. As there are no scope requirements for new structure to encase new lift station, will noise levels of these pumps affect any tenants living nearby?

Options to the contractors proposed bypass system will be evaluated at the time of submittal.

Efforts will be made to have upstream buildings transferred to the new system before a bypass is needed.

Per sheet D-1 note 5, the lift station shall be capable of being operated by a portable generator in the event of a power outage. Is the contractor required to provide this generator or will the customer be providing it? The Forest Service will provide the generator.

This generator will be purchased by the Forest Service to meet the requirements of this system.

This system shall be able to be operated by a commercially supplied generator.

Per sheet D-3 Sewer Cleanout detail, KTR is to install 8’’ wide by 8’’ deep concrete collar around perimeter of box. For this installation, is rebar or reinforcing wire required?

Neither rebar nor wire is required for this collar.

Drawing sheet D-5 shows a Frost-Free Hydrant to be installed. Please clarify whether this hydrant requires bollards around it to protect it from vehicle traffic? Also, is there any special requirements for support brackets to hold the hydrant? Cathodic Protection?

Bollards will not be required around the hydrant as it is set back enough from the road to be protected. Install the hydrant as designed on Sheet D-5.

Drawing sheet E-1 depicts the lift station control mounting detail. Will the contractor be utilizing the existing steel pipe and Unistrut supports or will the contractor be required to provide/install new steel pipe and Unistrut supports with concrete?

Contractor shall provide new steel pipe and Unistrut supports, The new mounting is located at the lift station not at the existing service.

Please clarify any specialized trench protection requirements (while trenches are open/exposed for prolonged periods – I.E. dewatering/curing of encasement/etc.).

Trench protection requirements shall conform to OSHA requirements and soil conditions at the time of construction.

Please confirm that sleeves as indicated in Spec Section 22 11 00 par 3.2 – H.3 is acceptable in lieu of concrete encasement where water lines intersect with NPWLs. Can KTR assume that existing buried intersections have encasement that will need to be demoed?

Sleeves are acceptable. Remove old encasement only if they are found with in 24 inches of the surface.

Is there historical water table data for FS-32026?

The data on the historical water table is what is provided in the perc tests that are attached.

Please indicate special Forest Service permitting requirements – Crane Lift, Hot-work, etc.

Required permits will be what is mentioned in the plans and specifications and what is required by local and State law.

As per Spec Section 02 41 00 par 3.1.B, excavated oversized boulders are to be hauled off to disposal or broken into sizes small enough to incorporate into the embankment. Section 31 22 25 par 1.2.D seems to specify a large boulder being defined as having any dimension exceeding 24”. Please confirm that the intent of this project is indeed to remove over-sized boulders off site Material containing boulders up to 24” is suitable for embankment (not necessarily backfill).

Anything larger shall be broken to <24” or hauled away.

The response to the below request for information is

Please note that the reference to C1 and C3 should be to pages S1 and S3. The new aggregate road is shown in detail on sheet S3. This is a short road to access the new septic tank and lift station. This road is to be constructed with this project.
