Solicitation 1240BJ23R0004
Questions and Answers for the KLWC Water/Wastewater
1. Will other contractors be working on-site at the same time doing the next phases of construction (shown on phased construction drawing)?
No, those future phases are not yet funded.
2. Will access roads around the site be able to be closed off during construction?
Yes, this will need to be coordinated with Forest Service staff throughout the project. There is more than one access road to the various buildings on site, so closing one access road temporarily can be accomplished while maintaining access to the buildings.
3. Are there restricted work hours?
Yes. Work hours are stated in the Solicitation document on page 21 “Prosecution of Work: Construction activity shall be limited to the hours between 7:30 AM and 5:00 PM Monday through Friday, unless other hours are approved in writing by the Engineer. The Contractor shall conduct activities so that interference with the public shall be kept at a minimum. The project site shall be open to public access and free of hazards on weekends. Any activities requiring closure to the public shall be scheduled with the COR at least 7 days in advance.”
4. Do any of the buildings have lift stations associated with their existing septic systems?
Yes, the North Dorm and Flex housing. The main office also has a powered dosing station. The rest of the buildings have gravity drain to septic tank and drain field.
5. When is the anticipated time that funding will be available for the project?
Funding for this project is currently available and will be noted as an “update” within the Description Field on the Solicitation posting.
6. Does the Forest Service have an idea for the order of operations for construction, such as installing the advanced wastewater treatment system first?
The Forest Service does not have a set order of operations in mind. The Forest Service project team will work closely with the contractor to make a good plan of operations to minimize impact to staff and residents and develop a good plan. Plan will minimize shutdown of all facilities at once and minimize shutdown durations.
7. When is the peak season of employee use on-site?
June through September are the busiest months. Seasonals typically drop off in mid-September but recent staffing changes may have more people sticking around longer. Some seasonals stay until mid-October. The North and South Dorms are typically where seasonal staff is housed. The flex-housing is typically where longer-term staff resides year-round. We can move people around to various housing on-site to accommodate water/wastewater outages to each building. Field-going staff typically work Wednesday to Wednesday, so there are times when the dorms are less inhabited, and this could help with construction planning. May and June are the busiest times with the most staff on-site at KLWC. After that, staff are typically out in the field more and less time spent at KLWC. Staff who work in the office are typically on a Monday-Friday schedule.
8. Is there a desired timing for the demolition of the cabins and Mess Hall?
These are option items on the contract. The Forest Service is analyzing the order of operations and timing for demolishing these buildings in order to determine when and if these Option Items will be awarded.
9. Reference Section 312321 Dewatering. There appears to be no geotechnical information available for more than 9 feet in depth. TP-7, TP-8, TP-9, and TP-10 are all located within the wastewater treatment and Disposal System. These test pits are only nine feet deep. The excavation required for the septic tank installation will be deeper than this. It appears that the tank will sit below the surface elevation of Kenai Lake. Is the Forest service able to provide assumptions for bid regarding dewatering flows, or shoring requirements? Dewatering can be variable, and some guidance here would be appreciated.
The Forest Service does not have information on dewatering flows from past excavations. It is known, in general, that the site drains very well. Attached is the well log for the water well onsite, which gives information on material and water encountered when the well was drilled.
10. For Contract Line-Item No. 13 – please clarify what Pipes are to be replaced. Is this all piping inside of the pump house only? Is the pipe from the well to the pump house supposed to be replaced, including removal of pipe that penetrates through the pump house concrete floor? Or is everything other than the well casing supposed to be replaced?
This is only referring to the pipes down in the well casing that the pumps connect to.
11. Section 311101 Rock Excavation. Why is this specification included? Should a quantity of rock excavation be assumed? The geotechnical report doesn’t indicate rock layers.
Rock excavation is not expected at the KLWC site, but the Specification was included in case it is needed.
12. Drawing sheet C3.9, Detail A, Typical Sewer Pipe Trench Detail. Please verify the thickness of the pipe bedding. Similar to the water pipe trench detail on sheet C2.3 and as referenced in specifications, is bedding supposed to be 4” below up to 6” above the pipe?
Yes, this is correct for the Type 1 bedding (4” below, around, and 6” above the pipe). See specification Section 312100, Part 2.
13. Drawing sheet C3.9, Detail A, Typical Sewer Pipe Trench Detail. As well as sheet C2.3, Detail C, Typical water trench detail. Please indicate how tall the vertical sheets of insulation are to be. Are they two feet tall?
The vertical sheets of insulation should extend to the bottom of the trench before pipe bedding is installed. This way when the pipe bedding is laid, it can help support the insulation on the trench wall before the stick of pipe is installed.
14. Will the contractor be able to use water from the onsite water system? For instance, during compaction, if water is needed for compaction efforts. To flush the new waterline installed.
Yes, water from the onsite water system can be used by the contractor. If the Forest Service determines that the amount of water used by the contractor is too much for the system, the contractor will need to find an alternative source of water.
15. Are there any existing Telecom and electrical as-builts available?
As-builts of Telecom and electrical are not readily available. Attached is a site plan that was developed via a site survey by the Forest Service and includes approximate utility locations.
16. Reference Section 312300, Excavation and Fill, Part 3, subpart 3.4, Section A.1b: Please clarify if the testing service needs to be onsite at all times?
Testing service does not need to be onsite at all times. Testing service needs to be onsite at appropriate times during backfill and compaction in order to perform the tests at the locations directed by the government.
17. Refer to Drawing C3.10, Detal A and B. There is a specified 20” of 6” Aggregate Crushed Subbase. This material is specified in section 321116 Aggregate Subbase Course, Part 2. This material is something that is not made by supplier in Seward or Anchorage. Can this product be replaced with Subbase Grading A from the AKDOT Standard Specifications, Book 2020, Section 703, Subpart 703-2.09 subbase (shown below)? This is the typical subbase used in roadways for the DOT.
AKDOT Subbase A is an acceptable material, even though the No 4 sieve spec falls slightly outside defined parameters in the solicitation.
