About this file
This is a Project Manual and Specification document for the Blanchard Springs Caverns Tunnel Rehabilitation project, a firm-fixed-price construction contract for the USDA Forest Service, Ozark-St. Francis National Forest in Arkansas. The project encompasses comprehensive rehabilitation work at the Blanchard Springs Caverns facility including structural stabilization of tunnel entrances and exits, replacement of airlock and security door systems, installation of permanent ground support systems (rockbolts, geosynthetic mesh, and shotcrete), masonry repairs and tuckpointing, replacement of suspended ceiling systems and ductwork, installation of instrumentation and monitoring equipment, seeding of disturbed areas, and construction of a water diversion berm at a surface sinkhole. The work is organized into distinct areas: Elevator Room and Dripstone Cave Entrance (three sections), Dripstone Bridge, Dripstone Cave Bypass Tunnel, Dripstone Cave Exit (four sections), and Discovery Cave Exit.
The specifications establish detailed administrative requirements including submission of construction progress schedules (preliminary within 10 days, complete within 20 days of review), applications for progress payments using AIA G702/G703 forms, daily construction reports documenting weather conditions and work activities, and progress photographs documenting structural framing, door installation, shotcreting, and rockbolting. All submittals must be transmitted electronically via an internet-based document management service at the contractor's expense, with 15 days allowed for consultant review. The contract requires a Quality Control Team supervised by a manager with minimum five years' experience, independent testing laboratory services accredited to operate in Arkansas, and Quality Assurance inspections performed under engineer direction. The contractor must submit preliminary schedules showing 60-day work plans and a comprehensive schedule within 20 days, updated with each payment application. Construction operations are limited to 6:00 PM to 8:00 AM hours, and the contractor must coordinate with government representatives regarding site access, temporary facilities, and utility management while protecting existing features and the natural cave environment.
