About this file

This is a Request for Information (RFI) Questions and Answers document for solicitation 1240BH26R0013, addressing contractor inquiries regarding the GAOA Blanchard Springs Caverns Tunnel Rehabilitation project in the Ozark-St. Francis National Forest.

The RFI addresses two key contractor questions regarding contract structure and subcontracting. First, the government clarified that offerors may submit proposals as prime contractors and retain discretion over subcontracting decisions; the government only accepts proposals from prime contractors, who are responsible for selecting and managing any subcontractors. Second, the government confirmed there are no pre-approved general contractors for the project, meaning interested parties cannot submit proposals to a designated GC. The project itself encompasses comprehensive tunnel infrastructure repairs and safety upgrades including structural stabilization, masonry repairs, instrumentation installation, replacement of air lock doors, security doors, suspended ceiling systems, lighting and distribution components, safety handrails, and mine phone systems, with all work required to comply with attached drawings and specifications and be performed by qualified, licensed contractors in applicable trades.
