About this file

This is a Questions and Answers document providing clarifications on the Performance Work Statement for a janitorial services contract (Solicitation 1232SA26Q1373) issued by the USDA Agricultural Research Service.

The contract covers janitorial services at three locations: the main facility at 81 Collier Drive, McCarthy Farm, and Wellington Farm (serviced by address 2865 County Rd 6, Geneva, NY). There are three restrooms total—one at each farm location and one at the main facility—comprising approximately 1,028 square feet. Services are scheduled twice weekly on non-consecutive days (e.g., Monday/Thursday preferred over Monday/Tuesday), between 8:00 a.m. and 4:30 p.m., with the main building and both farm restrooms serviced on the same days. The Government will furnish all cleaning materials including EPA-registered disinfectants and biobased supplies, along with misting/spraying equipment required for disinfectant application. A supervisor or alternate must be available during all work hours, either on-site or via telephone, to address any issues. Floor maintenance (buffing/waxing) is performed as-needed rather than on a set schedule. The scope excludes the seeds building at 93 Collier Drive, which was removed from the previous contract. No vehicle will be provided, so the contractor must arrange transportation between non-adjacent farm locations. No specific reporting or certification is currently required for biobased products under the USDA BioPreferred Program.

Questions and Answers #4

1. Please confirm the total number of restrooms included in the contract. The PWS references four restrooms, while the Questions and Answers identify three restrooms at the main facility and restroom areas at both McCarthy and Wellington Farms.

ANSWER: There are 3 restrooms - one at each of the farms and one in the main facility.

1. Does the approximately 1,028 square feet of restroom area include the McCarthy and Wellington Farm restrooms, or are the approximately 200-square-foot farm restrooms additional to that amount?

ANSWER: Included in the 1,028

1. For the twice-weekly cleaning schedule, are the main building and both farm restroom locations expected to be serviced on the same days?

ANSWER: Yes

1. The PWS requires “Disinfecting Mist Applied.” Will USDA provide the misting/spraying equipment needed to perform that requirement, along with the disinfectant?

ANSWER: Yes

1. Contract History / Incumbent Information-Have there been any significant changes to the scope of work compared to the previous contract? If so, please identify what was changed or added.

ANSWER: Yes, the seeds building at 93 Collier Drive is no longer included in this contract.

1. Locations- Building Locations: The PWS identifies 81 Collier Drive and barns at McCarthy and Wellington Farms (Pre-Emption Rd.). Are these locations within walking distance of one another, or will a vehicle be required to transport personnel and equipment between the locations? Additionally, please provide the specific street address(es) for the McCarthy and Wellington Farm restrooms, if available.

ANSWER: The farms are not within walking distance and no vehicle will be provided. 2865 County Rd 6 Geneva, NY is the only address that services both farms.

1. Cleaning Supplies – Sections 5.0 and 10.0-Section 5.0 (page 6) lists “All Cleaning materials (Glass cleaner, soaps, disinfectants, etc.)” as Government Furnished. However, Section 10.0 (page 7) states that the contractor must “Identify and purchase” EPA-registered disinfectants.

ANSWER: Government will be responsible for purchase of cleaning materials.

1. Supervisory Presence – Section 6.0- Section 6.0 states that “The supervisor and/or alternate shall be available at all times while contract work is in progress.”Does “available” require the supervisor to be physically present on-site at all times while the cleaners are working? While they are working, a supervisor needs to be available for any issues.

ANSWER: While they are working, a supervisor needs to be available for any issues.

1. Alternatively, would it be sufficient for the supervisor to be available via telephone/off-site for the duration of the shifts?

ANSWER: Yes

1. Scheduling and Logistics- Biobased Requirements: Section 5.0 states that all supplies will be biobased. If these supplies are Government-furnished, is there any specific reporting, documentation, or certification required from the Contractor under the USDA BioPreferred Program?

ANSWER: Not at this time.

1. Frequency of Twice-Weekly Tasks: For services identified as “Twice Weekly,” are there specific preferred days of the week (e.g., Monday/Thursday), or may the Contractor select the service days at its discretion within the 8:00 a.m. to 4:30 p.m. service window?

ANSWER: The contractor may select but the days cannot be consecutive. Monday/Tuesday or Thursday/Friday for example, would not be preferred. But Monday/Thursday would be preferred.

1. Floor Maintenance: Section 4.0 mentions “Floor Maintenance” (buffing/waxing); however, a specific frequency does not appear to be listed in the Monthly schedule. Please clarify whether floor waxing/stripping is an as-needed task or whether it should be performed on a set annual or semi-annual schedule.

ANSWER: As-Needed.
