About this file

This is a Questions and Answers document providing clarification on Solicitation 1232SA26Q1373, a USDA Agricultural Research Service Request for Quotation (RFQ) for Janitorial Services set-aside for small business concerns. The document addresses five key inquiries from potential offerors regarding site visits, past performance requirements, project manager qualifications, pricing format, and incumbent contractor information.

A site visit has been scheduled for Thursday at 1:30 PM at 81 Collier Drive, Geneva, NY 14456, Building 4974A, with Ben Gutierrez as the contact (315-614-9917). Regarding past performance, new prime contractors without two prior prime contracts remain eligible and may receive a neutral rating, though vendors with acceptable, verified past performance on similar scope work will be rated more favorably. Project manager qualifications are evaluated comparatively against other submissions rather than against specific minimum requirements listed in the PWS. For pricing on the SF-1449, each CLIN contains a quantity of 12 months (MO), requiring offerors to submit the monthly unit price in the unit-price column and the 12-month total in the amount column. The incumbent contract information is not being provided by USDA, but offerors can reference the past janitorial contract number 12305B21P0066 available on SAM.gov. Quotations are due September 10, 2026, at 9:00 AM PT to Elizabeth Calhoun at Elizabeth.Calhoun@usda.gov.

Questions and Answers #1

1. Can we attend a site visit?

ANSWER: A site visit has been scheduled for Thursday at 1:30PM.

81 Collier Dr. Geneva, NY 14456. Bldg. 4974A Contact- Ben Gutierrez Phone: 315-614-9917

2. Attachment 3 states that at least two past-performance references must be based on the vendor’s performance as the prime contractor. The solicitation also provides a neutral rating for an offeror without a past-performance record. May a new prime contractor without two prior prime contracts remain eligible and receive a neutral past-performance rating?

ANSWER: You would be eligible, but a vendor with acceptable, verified past performance with similar scope would be more favorable than a vendor with neutral rating. It would not make you ineligible however or technically unacceptable.

3. The solicitation requires a Project Manager resume demonstrating the education and experience qualifications specified in the PWS. Please identify the applicable qualifications, as we did not locate specific minimum education or experience requirements in the PWS.

ANSWER: There are not any minimum education or experience requirements other than what may be listed in the PWS, however a vendor submission with education and/or experience would be determined to be more favorable to the government than a vendor without relevant education or experience. This is being evaluated as a Comparative Evaluation, so all responses will be compared to each other to determine the response that is the best value for the government per the evaluation factors listed.

4. Please confirm that, because each CLIN contains a quantity of 12 and a unit of MO, the SF 1449 unit-price column should contain the monthly price and the amount column should contain the 12-month total.

ANSWER: That is correct.

5. Is there an incumbent contractor, and if so, may USDA provide the incumbent contract number and current annual price?

ANSWER: This is not being provided. All awarded contracts are available on SAM.gov however. The past janitorial contract for this was 12305B21P0066.
