About this file

This is a Questions and Answers document (Amendment 3) for Solicitation Number 1232SA26Q1373, a Request for Quotation (RFQ) issued by the Department of Agriculture Agricultural Research Service for janitorial services. The document clarifies key performance requirements and operational parameters through contractor inquiries and government responses. All janitorial services must be performed strictly during business hours (8:00 a.m. to 4:30 p.m., Monday through Friday) with no after-hours access or exceptions permitted due to security restrictions, including carpet cleaning and other periodic deep-cleaning services. The contract covers three restrooms total—one at 81 Collier Drive and one at each of the McCarthy and Wellington Farms—each approximately the same size. USDA will provide all EPA-registered disinfectants and cleaning materials; contractors are not required to perform separate disinfecting-mist applications at this time. Monthly services such as carpet extraction and tile-floor buffing may be scheduled on different service days than regular twice-weekly cleaning visits, provided all work occurs within authorized hours.

Contractors have discretion to determine staffing levels provided all Performance Work Statement (PWS) standards and service frequencies are met, with no minimum daily labor hour requirements. All contractor and subcontractor employees must complete Federal T2 level security screening with fingerprinting (processing time: 4-6 weeks) at no cost to the contractor before beginning work. The Quality Assurance Surveillance Plan (QASP) includes a $500 deduction per deficiency, with contractors receiving written notice and an opportunity to correct deficient work before payment deductions are assessed. This is a Total Small Business Set-Aside with a size standard of $22 million, and quotations were due on September 10, 2026, at 9:00 AM PT.
