About this file

This is a Questions and Answers document for a federal construction project involving USDA.

Project Scope and Components:

Building 1, Pump P-3 replacement has been added to the project scope, with further details to be provided in a subsequent amendment. The project originally included three phases but Building 11 – Phase 2 will not be priced at this time. Only two separate bids will be submitted corresponding to CLINs 0001 and 0002. The work primarily involves HVAC equipment replacement, electrical upgrades, and roofing system installation using torch-applied methods (not hot kettle application). All materials must comply with Buy American Act requirements.

Staffing, Safety, and Operational Requirements:

A single person may hold a maximum of two roles, typically combining the Superintendent and Quality Control Manager positions. All employees must complete OSHA 10-hour Construction Safety certification, with supervisors requiring 30-hour OSHA training. Contractors must provide contract-specific Quality Assurance/Quality Control Plans and Safety Plans as required submittals. Work is preferred during normal business hours (Monday–Friday) with site badges provided as needed. Temporary heating and/or cooling will be required during construction. The site is federally owned property, so local permitting is not required. Offerors must be registered and active in SAM.gov at the time of bid submission. Only projects 100% complete can be submitted for corporate experience. Performance period extensions are evaluated case-by-case upon request. The current HVAC Controls contractor is Siemens, with contact information provided (Jonathan Moore, Jacksonville, FL). Existing conduit and conductor suitability for reuse has not been verified, requiring contractor allowances for potential replacement.
