About this file

This document is an amendment to a solicitation for a bridge replacement project on the Bridger-Teton National Forest. The project involves delivering and installing a 170 foot prefabricated steel truss trail bridge and two precast concrete grade beams that have already been procured. The contractor will be responsible for transporting and installing the new bridge and grade beams, and removing the existing bridge structure and components. The bridge is located completely within designated wilderness, so all wilderness regulations apply. The Forest Service will identify a staging area and provide a contracting officer's representative to be on-site throughout the project. Questions were asked and answered regarding project details such as lowering the bridge elevation, availability of aggregate near the site, erosion control requirements, and helicopter transport options. The due date for proposals is not extended by this amendment.

1202NV20R0002 – AMENDMENT 02 Hawks Rest Bridge Replacement Project Bridger-Teton National Forest General Project Information:

The existing bridge is structurally sufficient to complete the falsework for the new bridge sturcture.

There are 3 piers on the existing bridge.

The new bridge shall be aligned with the same alignment as the existing bridge.

Questions & Answers:

Q. Is it possible to lower the new bridge by 1' ? (Base of Abutments 101') This would enable for safer and more economical construction. The lower configuration would allow for less falsework required. ( less weight on existing structure and less top heavy). It would also require for less gravel and fill material for the approach ramps.

A. The contractor’s question prompted a review of the design and reason for establishing the bottom of footing elevation at 102.00’ initially. After further review it was determined that it would be to the advantage of the Forest Service and contractor to lower the footing elevation to 101.00’. This will be the new required bottom of footing elevation. It is possible that bedrock will be encountered although highly unlikely.

Q. Was the Bridge pre-assembled by Big R?

A. Yes. See attached photos.

Q. Does all rebar from existing bridge demolition need to be removed from the site or wilderness?

A. The Government will review the information and will provide a response.

Q. How far away are the spoil sites located form the bridge site?

A. Final locations of spoil sites will be determined in the field by the COR and will be within 50’ of abutments.

Should not be permanent spoils on the project.

Q. What is the elevation of the old bridge and the new bridge?

A. Sheet 3 of plans. Top of timber deck elevation = 103.35’. Top of abutment backwall elevation = 103.67’.

Q. Given the fact that this is a cambered bridge, can you provide the exact heights of the bottom of the chord (relative to the bottom of the bearing plates) at the splice plate locations? Is there an equation or radius that the contractor can use to determine the bottom of the chord height at any location along its lenth?

A. The camber will be a circular camber. The camber is based on a no load condition so it will change as soon as you set the bridge however the dimension from the bottom of the bottom chord at the end of the bridge to the bottom of the bottom chord at the splice locations should be pretty close to the following values:

a. Bay 4 and Bay 15 Splice – 14.5”

b. Bay 8 Splice – 22.8”

c. Bay 12 Splice – 21.6”

The lifting weights on the plans are the anticipated weight for each section calculated based on the materials used in the section. They have not been weighed but should be safe weights to use for planning.

Feel free to contact me with

Q. Are there plans for the existing bridge to determine disassembly? What is the old bridge assembled with?

A. Yes. See attachment.

Q. When removing the existing bridge, do we create a new crossing to allow for stock crossing until the new bridge is assembled?

A. Do not block in the trail that are on the approaches on the east side of the existing bridge. The contractors schedule will be used for the district office to issue press releases to notify visitors of the potential dates that bridge crossing may be affected.

Q. Is there a source available near the project site for aggregate/gravel?

A. Yes, gravel from the channel and banks can be used for the geocell foundation material under the grade beams. Exact location of gravel source will be determined in the field by the COR but will be within a reasonable distance from the bridge.

Q. Are the weights of the bridge sections calculated or are they the actual weights?

A. The lifting weights on the plans are the anticipated weights for each section calculated based on the materials used in the section. They have not bee weighed but should be safe weights to use for planning.

Q. Is dewatering required to remove old concrete footings?

A. In August, the water levels are low enough that two of the footings were exposed. See the attached flow data.

Q. Are there restrictions on operating machinery after July 15 to monitor/control dust for turbidity?

A. No turbidity measurements are required by the contractor.

Q. Has it been considered with the difficulty of removing piers and a big snow year may create an impossible task to remove the existing bridge?

A. Yes, it has been discussed.

Q. Would it be acceptable for the contractor to fly in a Conex storage building to store equipment/materials and then remove it in the fall?

A. Contractor should include the information in their proposal for proposal evaluation.

Q. What is local policy on bear protection?

A. Government employees always carry bear spray. The contractor and all contractor employees shall abide by exhibit 2 - forest food storage orders.

Q. Will a COR be on-site throughout the duration of the project?

A. Yes, there will be a COR on-site at all times during project performance.

Q. Is there a contact at Big R for the contractor to contact to discuss elevations of the splice points?

A. Contact Sean Johnson, Engineer 970.302.3928

Q. Are erection drawings available from Big R or only shop drawings?

A. See attached.

Q. Which AWS requirements were used to manufacture the bridge. Forest Service plans state that the bridge shall be built according to AWS D1.5 and Big R shop drawings require AWS D1.1.

A. Bridge was built according to AWS D1.1.

Q. Does the FS have all bridge components for install?

A. All bridge components, including timber decking, hardware and running planks are included and staged at the Blackrock Ranger District.

Q. Assumption that contractor will fly all pieces of bridge to project site?

A. Hardware and splice plates and miscellaneous small items can be packed in. Remaining components will most likely have to be packed in. Contractor must make the determination on those items that can be packed vs flown into the project site. The bridge is currently being stored where the contractor can easily use as a staging area to load helicopter.

Q. Is there an estimate available on the weight of the lumber components for the bridge?

A. Yes. “Loose Items of 10,790 lbs on the Lifting Weights table on sheet 3 of the shop drawings includes timber decking, timber backing planks, timber running planks, steel bearing plates and hardware.

Q. Will the Government allow the contractor to utilize the helicopter to transport re-supply (ie, food and supplies) during performance? Amendment 01 indicated that there were no blackout dates for the helicopter operations.

A. Unless the food and supplies are being sent in with an existing load transporting bridge components, extra helicopter transports will not be allowed. A list of local outfitters may be provided to the Contractor at the pre-work meeting for assistance to the contractor to pack in supplies and food. The NEPA decision memo regarding the project installation, included as an attachment to this amendment, states that helicopter use is to be kept to an minimal number of trips. The Hawks Rest Bridge Replacement project NEPA supporting documentation can also be found at https://www.fs.usda.gov/project/?project=51986.

Q. In the event of a forest fire in the work area, will the Forest Service assist with removal of contractor employees?

A. The worksite itself, it located in a riparian area and it is a relatively safe area in regards to fire safety. The contractor shall include information within their safety plan that identifies how the contractor would safely remove contract employees in the event of an emergency. If trail in and out of the bridge site/Hawks Rest patrol cabin is closed due to an emergency situation, the Government does have limited authority to assist with assisting the contractor for emergency employee removal.

Q. Is flying out the concrete piers an option or is the intent to use the materials on-site for construction of the new bridge?

A. That would be a satisfactory option to remove it from the Wilderness.

Q. Just to clarify that you intend for the contractor to utilize slash for protecting the stream banks in place of erosion control per information identified in the Resource Protection Measures?

A. Contractors to submit dewatering and erosion control plan. Slash can be utilized as part of the erosion control plan but is not required.

Q. Are the gravel approaches being constructed by someone else?

A. Yes, approaches will be completed by Forest Service trail crews after the bridge installation is completed.

Q. Regarding the drop zone for the bridge materials, can they be flown and dropped at the Blackrock work station and then hauled and disposed of from there?

A. Yes, this option is preferable over Turpin Trailhead. It could go back at the gravel pit where the current bridge is staged.

Q. Can they be flown and dropped at the Turpin Meadows Trailhead and then hauled and disposed of from there?

A. Maybe to the north of the trailhead fence, but south of summer homes, this is a very busy area with a lot of other special use permits going on, etc. but I would consider it if the removal plan was timely- ie. Because this is a high value scenic area, it would not be allowed to have materials sitting there over the entire winter/spring and then flown out or removed August of 2021.

Q. Will the Forest Service consider, at the end of season 1 in 2020, acceptable use for a helicopter to pull employees and gear not staying at Hawks Rest cabin, as well as in the case of weather that forced closure to operation for the season?

A. If it became unsafe to get stock in and out due to a season ending snow event, then yes, it may be allowed for a final season helicopter extraction.
