About this file
This document is an amendment to a solicitation for a bridge replacement project on the Bridger-Teton National Forest. The project involves transporting and installing a prefabricated steel truss trail bridge and two precast concrete grade beams that have already been procured. The existing bridge structure will also be removed. Work will be conducted in accordance with contract documents and wilderness regulations and will be completely within designated wilderness. The amendment provides additional details on bonding requirements, shifts the pre-proposal meeting to an online format due to COVID-19, and includes questions and answers to clarify contract requirements and project scope.

Questions & Answers:
Q. What is the average depth of water at the crossing? I am specifically looking for a few data points for the months of May through October.
A. There are no data points near the bridge site. However, there is a good data point at the outlet of
Yellowstone Lake that give a good indication of what is happening upstream. Historically water flows very heavy during June and July but tapers off in August and then much less still in September and October. In August 2016 the water was only flowing in half of the channel under the bridge. Where it was flowing it had an average depth of 2.5’ and was flowing slow enough to walk through with waders. See the attached flow data document and photo.
Q. Are any of the concrete piers on the existing bridge above water in a typical summer? Is concrete allowed to fall in the river if it is eventually hauled off to the specified cache site?
A. One of the piers was completely on the dry channel section and the water surround the other two was only
18” deep. Yes, it is acceptable for concrete to fall into the river as long as it is ultimately all removed and relocated to the cache site. Because this component is “in-stream” work, it must occur after July 15th in order to protect cutthroat trout spawning habitat and water quality. (it wouldn’t be feasible to do it prior to then anyways due to water depth and river current velocity).
Q. Are there restrictions on camping for extended periods of time to facilitate the most efficient work schedule? If a site is already chosen for the contractor how far away is it from the work site?
A. The Government may issue the contractor authorization to stay beyond the typical 16 day stay limit. The contractor may elect to stay at the same campsite for the duration of the project. If the project goes multiple seasons, it will be required that the contractor pack their camp out at the completion of the first season. The contractor must follow the wilderness group size limit of 20 people and 35 head of stock maximums. Contractors have two options for camping: Either right at “Bear Box Row Site 1” which is just north of the project site and within reasonable walking distance of the project, or in the north end of the Hawks Rest Patrol Cabin administrative site pasture. The admin site is right by the bridge, allowing the crew to use the pit toilet at the cabin and to get spring water from the pipe that is just north of the cabin. Although Hawks Rest Cabin will be occupied by government personnel working on the bridge installation or trails/wilderness patrols, the contractor may use it for drinking water, toilet and storage if available. The District Ranger authorizes use of the tool shed behind the cabin.
Q. Is purification of Yellowstone water required?
A. If the contractor takes water from the Yellowstone River or any adjacent wild body of water, it is highly recommended to utilize water purification treatment with a filtration system that filters bacteria or using iodine type treatments. Spring water originating from a buried spring running to the cabin can be collected from a pipe extending out from the cabin. However, the spring water is not “tested.” There are no shower type facilities available.
Q. What will the restrictions be on having campfires? Can we burn old decking and wood components from the old bridge when we deconstruct it?
A. Currently there are no fire restrictions in place. However, restrictions may change throughout the field season depending on fire danger. The Government may exempt certain persons, including contractors, with a special order at the request of that person.
All timber members on the existing bridge have been treated with an oilborne treatment. Burning oilborne timber will not be allowed in the wilderness or within the Bridger-Teton NF.
Q. Will any of the ranger cabin and its infrastructure be available to us?
A. The COR and other Government employees will be staying in the cabin during that time. Water pipe access, toilet access, and agreed upon storage in shed may be allowed, as would camping in the pasture in an agreed upon location. If the contractor chooses to camp, it is recommened that a IGBC approved “hotwire” is used around tents and food preparation and food storage areas to reduce concerns with bear safety.
Q. Regarding the old piers, how far will the existing concrete need to be hauled from the location where the new bridge sills will be placed?
A. Within 40’ of new sills.
Q. Is the existing approach emplaced gravel from the construction of the existing bridge and should it be reasonable to suspect that excavation locations for the new sills should be free of bedrock?
A. The bridge is fairly perched and approaches raised. Given this it can be assumed that bedrock will not be encountered. However, the government does not admit to there being no possibility of encountering bedrock.
Q. Are there are limitations on number of days of helicopter use or blackout dates? Are there any limitations on number of stock days or blackout days? Limitations on grazing of stock when they utilize the Hawks Rest area as an overnight stop before heading back to the trailhead?Does the trail have to remain open during excavation for the grade beams? Does the trail have to be opened up for Memorial Day, July 4th and Labor Day? Can work continue on these holidays if the trail is passable to foot traffic? Or does all work have to cease for these holidays?
A. There are no black out days for use of stock or helicopter. The contractor is allowed a maximum of 35 stock although it is encouraged to reduce that amount to what is absolutely necessary. Doing so will reduce the impact due to grazing and contractors time in caring for additional stock. The contractor shall only allow the required stock to graze in the designated areas for the minimal time necessary. Unecessary extended grazing periods may require relocating stock and coordinating forage, thus increasing lost time and burden on the contractor. Work will not be prohibited during any holidays. See C-9 on Page 8 of the “Request for Proposal” for any additional trail closure information.
Q. Regarding work under "Supplemental Excavation and Backfill" does the cribbing referred to in this section refer to cribbing under the splice points under the new bridge or cribbing and shoring we need to provide when excavating for the grade beams?
A. Delete the last part of the sentence in Supplemental Spec 208.04 that reads “including details of shoring and cribbing”.
Q. How far away is the staging area for the existing bridge to the work site as a straight line (flight path)?
A. Using Google Earth it looks like 23.3 miles.
Q. Are there any restrictions on the contractor surveying and locating the sills themselves or do they have to hire professional surveying staff??
A. Refer the contractor to FP-14 Section 152 and Supplemental Spec 152.
Q. What is the extent of the safety plan that must be submitted by the contractor?
A. Refer the contractor to H-10 Safety Operations on page 21 of the Request for Proposal Document. It states that “At a minimum, each safety plan shall conform to all OSHA requirements including Section
1926.106. Also remind the contractor that the safety plan is one of the factors which their bid will be evaluated on, so it shouldn’t be taken lightly.
Q. It appears that beyond the wood deck and running planks, the rub rail is the only other wood installation in the plans. Is this correct?
A. Deck, running planks, rub rail, and backing planks are the only timber items.
Q. It was specified that backing planks, deck and running planks be of coastal doug fir and rails be of redwood or cedar but there is also a grading specification on pressure treated wood though no indication of where its use would be appropriate beyond a detail drawing in which its use is mentioned for the backing planks (G-037 Final). Can all wood components on the new bridge be of pressure treated if they conform to dimensions, sawn preference, etc.?
A. All timber components have already been procured and are at the Black Rock Work Center with the prefab bridge. They were all pressure treated. Sheet 2 of the Hawks Rest Final plans contains notes that are fairly specific about the type of timber to be used for rub rails, decking, running planks, and backing planks and the type of treatment. Copper napthenate and pentachlorophenol are pressure treated when following AWPA procedures.
Q. The loose items in the bridge plans weighing in at 10,790 lbs.: What do these include? Does this payload include all of the hardware and fastenings for the bridge?
A. This includes all the hardware and timber members.
Q. Details on the existing bridge show (2) W12x27 I-Beams. I just want to confirm that there are multiple beams whose ends fall on the piers and what their actual lengths are?
A. No, splice plates do not fall on the piers. The bridge has 2 beams and each beam has 7 sections and 6 splices. There are small squares on the beams of the existing bridge on the profile view on sheet 3 of the Hawks Rest Final Plans. Those squares are splice plates and are shown fairly accurately. The contractor can make rough measurements using the grid lines on the profile.
Q. Where is the most likely final location that the timbers, beams and other non-concrete components of the existing bridge will need to be transported to by the contractor?
A. C-10 #5 States that the bridge shall be removed from the wilderness and the B-T NF. The contractor shall determine the most convenient location to dispose of the materials.
