About this file
This document contains a bridge inspection report and a related federal contract opportunity. The bridge inspection report details the condition of the Hawks Rest Bridge located on the Bridger-Teton National Forest. Issues noted include worn and split deck boards, rail posts in need of replacement, and misalignment and cracking of the piers and bearing seats. Recommended repairs include pouring new concrete bearing seats, installing riprap to divert water from the piers, and adding fill at the approaches.
The related federal contract opportunity is solicitation number 1202NV20R0002 for the Hawks Rest Bridge Replacement Project. The project involves transporting and installing a prefabricated 170 foot steel truss trail bridge and two precast concrete grade beams that have already been procured. The bridge replacement project is located completely within designated Wilderness, and all Wilderness Act regulations apply. The staging and laydown areas will be identified by the Contracting Officer and Contracting Officer's Representative.

Continuous Multi-Span Steel Beam Routine
Weathered and split timber running planks. 5
Major abraision from horse and foot traffic on ends up to 1" deep although deck boards are deeper at those sections. Minor abraision in all other locations. One broken deck board between pier 3 and abutment 2.
Normal weathering. 3 split posts and 1 broken rail at ends of bridge. F
Completely misaligned due to rotating piers. Anchor assembly has completely failed @ A-1 upstream and downstream and P-3 downstream. P-1 is a fixed. P-2 is slotted and anchor bolts are on far end of slot towards A-1. P-3 is slotted and anchor bolts are on far end of slot towards A-2. (continue on next page)
A-1 concrete bearing seat is completely cracked and broken below steel bearing plates. Bearing seats appear to be unreinforced with any type of rebar. Bearing seat at P-3 downstream end is also completely cracked and broken off below anchor plate. Anchor bolt is not centered on pier (continue on next page)
C. Porter, S. Wallace, T. Touchard
Minor scour downstream of bridge 7
Loss of fill at approaches - 15" drop at A-1 and 6" drop at A-2. Native logs used for containing fill are decayed. Original gabions are slumping but newer gabions are in good condition.
P
Minor debris hung up on piers F
1. Conduct routine bridge inspection every 5 years.
2. Pour new reinforced concrete bearing seats on both abutments and at pier 3.
3. Monitor pier rotation and vertical/horizontal displacement of bridge annually. The trail crew can assist with this.
4. Install riprap at piers and hydraulic structures to divert water away from piers.
5. Replace 3 split posts and 1 broken rail.
6. Replace native logs retaining approach fill.
7. Install additional granular fill material at approaches until flush with deck.
8. Remove debris in channel at piers.
Superstructure continued ‐ The downstream beam is vertically misaligned over P‐3 where the anchor bolt assembly has failed. Splice plates are good. Very minor rust on beams. Beams themselves are in good condition. Rated a 5 because of misalignment. Anchors assembly has failed but is not part of the rating. Beams and splice plates are in good condition.
Substructure continued – but shifted towards A‐2. P‐3 has large horizontal and vertical cracks.
Horizontal and Vertical Displacement Measurements
We pulled a string line at the downstream end of the bridge, above the bridge deck and near the railing from A‐1 to A‐2 to measure the horizontal and vertical displacement of the deck and superstructure. The results of the measurements showed that the deck and superstructure have been vertically lifted 3” at
P‐2 and 7” at P‐3. They also show that the bridge is displaced horizontally in the middle in the downstream direction. See the measurements below.
Pier Rotation Measurements
We measured all 3 piers for rotation about 2 different axes. Measurements were made with a plumb bob held at the top of the pier and going all the way to the footing. The results of the measurements showed that the piers are all rotated both downstream and towards A‐2 (the south). See the measurements below.
