Inspection, Testing, and Certification Requirements
• The contractor shall perform inspection and testing to certify each fire alarm system in accordance with NFPA 72.
• Tag the unit with date of inspection, and with the technician’s name.
Remote Supervision Requirements – Base Year Only
• Provide a remote supervising station service that notifies the local fire department and the Forest Service’s internal notification list when the fire sprinkler and security alarm systems listed in the Schedule of Items are activated.
• Alarm, supervisory and trouble signals shall be distinctly different and shall be automatically transmitted to a supervising station meeting the requirements of NFPA 72, section 26.5.
• All locations are currently supervised by LJ Alarm through 30 September 2019.
• The remote supervision service shall issue separate passwords for each site for each of the following categories of holds:
o Maintenance Hold: When requested, and authorized via use of correct password, the supervising station will ignore all Trouble and Supervisory signals for a period of time specified by the person making the request, but not to exceed 48 hours.
o Alarm Hold: When requested, and authorized via use of correct password, the supervising station will ignore all Alarm signals for a period of time specified by the person making the request. The expected length of an Alarm Hold is 1 – 4 hours, but may vary on a case-by-case basis. THE ALARM HOLD
PASSWORD MUST BE DIFFERENT FROM THE MAINTENANCE
HOLD PASSWORD.
• Supervising station research:
o Background: Due to the remoteness of some of the sites, and the limitations of emergency response resources in smaller communities, communications reliability is critical.
o Develop an inventory of supervising stations with a record of reliable performance serving remote Alaska locations. Supervising stations shall meet the requirements of NFPA 72, section 26.5. Inventory shall also include advantages, disadvantages, and approximate pricing, for each supervising station.
o Submit the inventory of supervising stations to the Contracting Officer within 30 days of contract award. Using the inventory for guidance, the Contracting Officer will select a specific supervising station.
• Remote supervising station account set up: Set up accounts for the remote supervising station(s) selected by the Contracting Officer from the submitted inventory of stations.
During set up, the Forest Service will assist with the specific tasks that are required to be performed by the “owner,” as required by the remote supervision service.
• Perform all necessary programming and servicing of supervision-related equipment (panels, dialers, etc.).
• During the Base year, the contractor will hold the accounts and ensure remote supervision occurs on a continuous basis.
• At the end of the Base year, transfer the accounts (including notification lists) to the Forest Service for direct administration and payment by the Forest Service. The Contractor is not responsible for remote supervision during the Option years.
Immediate Corrective Action Plan and Associated Price Proposals
Before leaving a site, provide a written corrective action plan to the Forest Service. Include the following in the plan:
• Descriptions of all impairments and deficiencies.
• Recommended corrective actions to resolve all impairments and deficiencies.
• Separate price proposals to implement all corrective actions. Proposals to be valid for 24 hours.
Submit the report to at least one of the on-site Forest Service representatives listed in Section C.04, and to the Contracting Officer, immediately after completing the inspection. Do not proceed with any work listed on the corrective action plan unless specific written approval is granted by the Contracting Officer. ADDITIONAL PAYMENT WILL NOT BE MADE FOR
WORK WHICH IS NOT REQUIRED BY THESE CONTRACT DOCUMENTS, UNLESS
WRITTEN APPROVAL IS GRANTED BY THE CONTRACTING OFFICER PRIOR TO
COMMENCEMENT OF THE WORK.
Inspection Reports
Use the recommended inspection form in NFPA 72, or approved equal.
Submit a PDF copy of certification to the Contracting Officer via email within 14 days of the site visit. The entire report shall be in one single pdf document. Send the original certification to the on-site Forest Service Contact listed in Section C.04.

• Results of the inspections and tests
• Description of any maintenance and repairs performed
• Any part replaced or adjusted
• All findings that meet the definition of Impairment or Deficiency.
• Corrective action plan (CAP) and price proposals to implement all items on the CAP.
