About this file
This is an evaluation criteria document issued by the Nebraska Department of Administrative Services State Purchasing Bureau for Solicitation Number 120003 O5, regarding Home Energy Efficiency Rebates and Home Electrification and Appliance Rebates Programs. The document outlines the scoring framework for proposals due on January 21, 2025, at 2 PM CST. The evaluation framework consists of three main parts: Corporate Overview (25 points), Technical Approach (65 points), and Cost Sheet (10 points), totaling 100 possible points. An additional 10 points may be awarded through oral interviews if required, bringing the maximum possible score to 110 points.
The document details the mandatory requirements for proposal consideration, including a signed Contractual Agreement Form, Corporate Overview, Technical Approach, and Cost Sheet. It provides a specific formula for calculating cost points, where the lowest cost submission receives maximum points, and other submissions are scored proportionally using a mathematical formula. The scoring method is illustrated through examples showing how points are awarded based on cost differentials between submissions.
