About this file

This Software Functionality Matrix is a procurement document issued by the Incorporated County of Los Alamos, New Mexico, as part of RFP 12-RFP 09 for an Asset Management System for Fiber Optic Infrastructure. The County seeks proposals from qualified vendors to provide a cloud-based asset management system capable of managing fiber optic plant data, modeling connectivity, and planning future network expansions. The solution must integrate with ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online (current or immediately previous versions) and support multiple user roles including data editors and read-only users. Key functional requirements include the ability to manage fiber optic assets such as duct banks, fiber cable segments, splices, poles, terminations, buildings, patch cable connections, and slack loops; model fiber routes across splices and patch cables; measure fiber length from endpoints or along routes; support standard and custom attributes for asset management; provide a mature map interface with editing capabilities and element-snapping functionality; perform bulk attribute updates; and offer thorough online documentation. The system must be entirely cloud-hosted with all data and applications located within the United States.

The procurement document requires offerors to indicate whether each functionality is provided as standard out-of-the-box features (S), requires modification (M), is provided by a third party (T), requires customization (C), or cannot currently be provided (N). Additionally, offerors must provide detailed descriptions of how their solution meets each requirement or propose alternate solutions. The County reserves the right to award to the vendor whose combination of functionality or proposed alternative solutions best meets its needs and anticipates that selected finalists will present all required features and functionalities during scheduled demonstrations in Step 2 of the procurement process. Offerors are instructed to include all costs for any additional or optional features not included in the standard base proposal within their cost proposals and to indicate whether such features are offered at no charge or for an additional fee.
