About this file
This is a Software Functionality Matrix form issued by the Incorporated County of Los Alamos Procurement Division in New Mexico for a fiber optic asset management system (RFP No. 24-15). The County seeks proposals from qualified firms to provide a cloud-based asset management solution that stores fiber optic plant data, models connectivity, and supports future expansion planning. The desired solution must integrate with ArcGIS systems (Pro, Enterprise, and Online), manage fiber optic assets including duct banks, fiber cables, splices, poles, terminations, buildings, patch cables, and slack loops, and provide route modeling capabilities to display connectivity across splices and patch cables. The software must support at least two user roles (data editor and read-only), enable bulk attribute updates, feature a mature map interface with editing and snapping capabilities, measure fiber length from endpoints or any point along a route, and include thorough online documentation. The system must be entirely cloud-hosted within the United States, with data and applications residing domestically.
Offerors are required to complete the functionality matrix by indicating how their proposed software meets each requirement using the provided legend: S (standard functionality), M (modification required), T (third-party provided), C (customization required), or N (unable to provide). Qualified vendors must demonstrate their ability to automate data exports in GIS formats (shapefiles, file geodatabases, ArcGIS Pro packaged project files), provide software enhancements at no charge upon release, and present all features and functionalities during scheduled demonstrations if selected as finalists. The County reserves the right to award to any offeror whose combination of functionality or proposed alternate solutions best meets its needs. Offerors may propose additional or optional features beyond the stated requirements, clearly identifying whether features are included in the standard base proposal or offered optionally at no cost or for a fee, with all associated costs included in the Cost Proposal submission.
