About this file

This document is a procurement presentation for the Great Lakes Water Authority (GLWA) regarding the Pump Station 2 Variable Frequency Drives (VFDs) Upgrade at the Water Resource Recovery Facility. The project involves replacing existing variable frequency drives, converting the electrical distribution system from 13.8kV to 4.16kV, and rewinding existing synchronous low voltage 900HP motors with induction medium voltage 1000HP motors. The solicitation (Req-0004099) has site tours scheduled for July 28th and 29th, 2025, with questions due by August 5th, 2025, and bids due on September 8th, 2025 at 12:00 PM EST. The project is anticipated to have a Notice to Proceed (NTP) in January 2026, with substantial completion expected 72 months from NTP and final completion 75 months from NTP.

The procurement includes several key allowances totaling $2,515,000, covering areas such as raceways ($200,000), structural testing ($25,000), integration services ($40,000), pump dynamics modifications ($250,000), and a provisional allowance ($2,000,000). The project requires contractors to have specific qualifications, including experience with medium voltage power systems, large horsepower motors, VFDs, transformer installations, and complex retrofit construction projects in wastewater facilities. The contractor will be responsible for mechanical integration of new and refurbished motors, coordinating with Emerson and Rockwell for integration services, and ensuring compliance with detailed technical specifications, including maintaining N+1 power redundancy throughout the project lifecycle.
