About this file
This is a Questions and Answers document for Amendment 0001 to the Prairie Gate Replacement federal contract solicitation, dated November 2, 2026, issued by the U.S. Forest Service Procurement & Property Services.
The document addresses contractor questions and government responses regarding solicitation requirements for the Stove Prairie Campground Gate Replacement project in Larimer County, Colorado. Key clarifications include: the Heavy Construction Davis-Bacon wage determination will be formally amended and posted to SAM.gov with adequate contractor review time before the proposal deadline; an Excel version of the pricing Schedule of Items (Attachment 1 – C05 SOI Stove Prairie Campground Gate Replacement) has been posted to SAM.gov; no minimum self-performance percentage is required, and FAR 52.236-1 is excluded as the contract is below the Simplified Acquisition Threshold and awarded under small business set-asides; however, the prime contractor must designate and formally vest an on-site superintendent with full authority, and managing an unauthorized subcontractor superintendent remotely will not satisfy FAR 52.236-6 requirements. The technical approach is limited to 3 pages (not 10), with a Gantt chart required but not counted toward the page limit. No bid guarantee is required, but contractors must submit either payment bonds or an irrevocable letter of credit as payment protection. The government will provide Yale locks on the first day of work; no preferred gate manufacturer exists provided specifications are met; and site visits are not required but recommended, as the site is open to the public.

SUBJECT: Summary of Changes, Amendment 0001, Prairie Gate Replacement
Contractor Questions
Wage determination: The solicitation includes the Davis-Bacon clauses (FAR 52.222-6 through
52.222-15), but no wage determination is attached and no WD number is listed. Please provide or post the applicable Davis-Bacon wage determination (number and modification) for this work in Larimer County, Colorado, and confirm whether it is the Heavy or Highway schedule.
Forest Service Response
FS Response: The government confirms that this procurement is subject to the Construction
Wage Rate Requirements (formerly known as the Davis-Bacon Act), as the acquisition exceeds the statutory $2,000 threshold.
The omission of the Heavy Construction wage determination schedule was administrative. The government will issue a formal amendment to the solicitation on SAM.gov to attach the applicable Department of Labor Wage Determination for Larimer County, Colorado. Contractors will be given adequate time to review the incorporated schedule prior to the proposal submission deadline.
Schedule of Items: The solicitation requires pricing on the Excel spreadsheet "Attachment 1 -
C05 SOI Stove Prairie Campground Gate Replacement" and states "Do not submit pricing in
Adobe format," but only a PDF version is posted on SAM.gov. Please post the Excel version, or confirm that offerors may enter the two lump-sum items on an Excel sheet that matches the PDF layout.
Forest Service Response
An excel Version has been posted to Sam Solicitation Under Amendment 0001 as C05 SOI
Stove Prairie Campground gate Replacement.
Performance of work: FAR 52.219-14 (Limitations on Subcontracting) is listed but not checked, and FAR 52.236-1 (Performance of Work by the Contractor) is not included. Please confirm that there is no minimum self-performance percentage for this award. Please also confirm that the prime contractor's designated Contractor's Representative may manage the work, with a subcontractor's on-site superintendent, to meet FAR 52.236-6 and the SOW supervision requirement.
Forest Service Response
Self-Performance Requirements:
The government confirms that there is no minimum self-performance percentage required for this award. FAR 52.219-14 (Limitations on Subcontracting) is not applicable to this procurement as the estimated value is below the Simplified Acquisition Threshold (SAT). Additionally, FAR
52.236-1 (Performance of Work by the Contractor) is excluded from this solicitation as it is not prescribed for contracts awarded under small business set-asides pursuant to FAR Subpart 19.5.
Superintendence and Project Management:
Per FAR 52.236-6 (Superintendence by the Contractor), the contractor must directly superintend the work or have a competent superintendent on the worksite at all times during performance who is satisfactory to the Contracting Officer and has explicit authority to act for the Contractor.
While a subcontractor's on-site personnel may fulfill the physical role of the on-site superintendent, the Prime Contractor must provide documentation verifying that this individual has been formally designated and vested with full authority to act and make decisions on behalf of the Prime Contractor on-site. Managing an unauthorized subcontractor superintendent via a remote or off-site Prime Contractor's Representative will not satisfy the requirements of FAR
52.236-6 or the SOW supervision instructions.
Page limit: The solicitation says quotes are limited to 3 pages, not including the Schedule of
Items, but the next sentence refers to a "10-page document criterion" and a Bid Guarantee.
Please confirm the page limit for the technical approach, and whether the construction schedule
(Gantt chart) counts toward it. Please also confirm that no bid guarantee is required.
Forest Service Response:
No bid Guarantee is required however a Gantt Chart is as specified within the SOW/Solicitation requirements.
Page document Criterion will reflect 3 pages and not 10.
Contractor Questions
Are there any photographs of the existing gate(s) and site conditions available to offerors?
Forest Service Response:
There are no photos of the existing gate submitted. A site visit is not required but recommended.
Is a site visit planned or required? I did not see one in the solicitation.
Forest Service Response
A site visit is not required but recommended, the site is open to the public.
Item 12a leaves the performance and payment bond box unclear. Are bonds required, or is the alternative payment protection under FAR 52.228-13 acceptable?
Forest Service Response
An alternative payment protection is acceptable.
(a)The Contractor shall submit one of the following payment protections:(1)Payment Bonds
(2)Irrevocable Letter of Credit
Item 13b leaves the offer guarantee box unclear. Is a bid guarantee required?
A bid Guarantee is not required.
Where and when will the government-furnished Yale locks be provided?
Forest Service Response
COP will provide the locks on the first day of work or when they mobilize to the site. I will also have to open the current lock on the gate for them to work.
Is there a preferred gate manufacturer or can the contractor provide any prefabricated gate that meets the attached drawings?
There is no preferred manufacturer as long as the specifications are met.
