Dear Mr. Aune:

Abatement Contractors of Montana, LLC (ACM) is pleased to provide this sampling report for a limited asbestos inspection conducted at the USFS Building 24 located at Fort Missoula Road in Missoula, Montana.

The asbestos inspection was performed on October 27 – December 19, 2023, by Brian Betts, MTA-1878, a Montana Department of Environmental Quality (DEQ)-accredited asbestos inspector. The results of this inspection can be found in the enclosed report.

INTRODUCTION

ACM collected a total of Two-Hundred-Eleven (211) bulk samples representing Sixty-Four (64) homogeneous areas (HA) of suspected asbestos-containing building materials (ACBM) in the concerned area(s) that will be impacted during the planned renovation within the subject property. Any materials found to contain greater than one percent (>1%) asbestos by weight are considered to be Asbestos Containing Building Materials (ACBM). This inspection considered all accessible areas of the building and ACM’s scope of work. This inspection was limited only to the materials that were readily accessible and only included those materials based on the information provided by the client during our site visit and/or phone conversations. All samples were collected from previously damaged or inconspicuous locations to help retain the aesthetics of the building for the occupants. Although ACM’s Inspector took every effort to evaluate all of the materials that will be impacted during the renovation, it is possible that other hidden materials may exist. Therefore, any materials that have not been discovered AND have not been specifically evaluated by bulk sampling in this inspection report must be tested and evaluated for asbestos content prior to disturbance of these materials. A complete list of all samples that were collected is located in Table 1.

The detailed laboratory results are presented in Appendix II. A diagram of the building indicating where samples were collected and a map showing where any asbestos containing materials are located is enclosed within Appendix III. Photographs of materials sampled and asbestos containing materials can be found in Appendix VI. The letter to the City of Missoula to obtain the necessary work permits can be found in Appendix V.

Some of the samples tested POSITIVE for asbestos. Positive samples are highlighted in BOLD in Table 1.

SCOPE OF INSPECTION

ACM was contracted by Mr. Aune of Mosaic to conduct a limited asbestos inspection for the planned renovation of the interior of Building 24 at fort Missoula in Missoula Montana.

The limited asbestos inspection was performed in accordance with Occupational Safety and Health Administration 29 Code of Federal Regulations (CFR) 1926.1101(k), the Montana DEQ Administrative Rules of Montana (ARM) 17.74.354 and National Emission Standards for Hazardous Air Pollutants (NESHAP) 40 CFR 61, Subparts A and M, and applicable portions of the currently recognized standard protocol developed for schools under the Asbestos Hazard Emergency Response Act (AHERA) and as promulgated in Title 40, Code of Federal Regulations (40 CFR), Part 763 and as amended in the Federal Register. The SanAir Technologies Laboratory Analysis Report are enclosed for reference.

Representative bulk material samples were collected from the suspect asbestos-containing surfacing (S) materials, thermal system insulation (TSI) materials and miscellaneous (M) materials from each of the assigned homogeneous areas (HAs) that will be impacted at the time of the renovation. The suspect ACBM were visually identified and touched to assess friability prior to sampling. The samples were placed in HA groups using a coding method to classify each suspect ACBM by type, texture, color, era of installation and location. The asbestos inspection included:

Identification of HA suspect ACBM on an area-by-area basis within ACM’s scope of work;

Bulk samples were collected in discrete or previously damaged locations when possible;

Collection and analysis of bulk samples to confirm or deny the presence of asbestos.

Positive Stop methods were utilized in the laboratory analysis

Roofing materials were not sampled during this inspection to avoid any possible leaks and voidance of the roofs warranty

Vermiculite Insulation was assumed to be an asbestos containing material

Fire Doors were assumed to contain asbestos containing material

No other materials were presumed to be asbestos containing materials

Bulk samples were not collected from any materials that are made of 100% metal, wood, foam, glass or rubber.

Vermiculite is present in the attic and also sporadically distributed on top of 2nd floor 2x4 ceiling tiles and 2x4 light fixtures. Ceiling tiles should not be moved/disturbed on the 2nd floor. Due to the nature of Vermiculite and the uncertainties in the variations with testing techniques, it has been assumed that this material contains asbestos. Removal of this material should be accomplished by an accredited abatement contractor who will properly remove the material, containerize it in the recommended containers and dispose of at a certified landfill.

Pipe Insulation (MAG) Sample # AB 182-184 were sampled from debris West of South attic access, the same insulation is present on one pipe approx. 8ft West of attic access encased in wall. Review of previous inspection report dated in 1994 shows this pipe and two pipes encased in wall near North attic access, North Pipes were not located but must be assumed to be still present. Pipe insulation may also be present in other areas such as pipe chases, walls, above ceiling tile.

Floor Tile & mastic multiple samples were positive for asbestos. Entire 2nd floor, North and West Wing of 1st floor, South wing E half basement. This building was occupied at the time of inspection with the inspector taken samples in discreet areas, and as not to cause trip hazards. Additional verifications/ quantities of tile& mastics should be performed prior to remodel. All infilled walls appear to be over tile, also exterior added walls, bottom wall plates should not be removed by general contractor, if walls are to be removed, Ceramic tiles, floor and walls in basement restrooms were not tested.

Vibration Dampeners sample # AB 188-190 cloth dampeners on old Exhaust fan ducting in attic north and south wings, neither of the two fans on the duct work were in operation when the inspector was in the attic.

Mastic/ Roofing tar Sample # AB 200-202 Roofing tar that has dripped from the duct roof penetration.

The inspector believes he witnessed the reroofing of building 24 and adjacent building 26 in approx. 2012.

The tar appears to be the original, and it appears now to have a self-adhesive flashing paper round the duct work under the roof tiles.

Fire Doors assumed to contain Asbestos, further investigation May be needed (if the door contains asbestos it is not visible).

Gaskets inspection performed on May 18th 2023 ,ACM 23-046 Showed that boiler room Breaching gaskets (2 EA) contain 80% C Asbestos.

Roofing materials were not sampled during this inspection. These roofing materials can be sampled at a later date under a separate contract when the assistance of the Client’s roofing contractor is available to repair the sample locations to avoid leaks and/or voidance of the current warranty.

A minimum of three (3) suspect ACBM samples were collected from random locations within the subject area. Selected suspect ACBM were limited to HA that will be impacted at the time of the renovation. When possible, suspect ACBM samples were collected from existing damaged areas. These samples were placed in pre-labeled plastic containers for shipment to the laboratory. Although every attempt was made to identify and sample suspect ACBM within ACM’s scope of services, any materials that have not been specifically evaluated by bulk sampling in this inspection must be tested prior to disturbance of these materials.

The samples were shipped, under chain-of-custody protocol for standard analyses, to SanAir Technologies Laboratory (NVLAP Lab # 200870-0) in Pawhatan, Virginia for bulk sample analysis utilizing Polarized Light Microscopy (PLM) coupled with dispersion staining for asbestos identification. The ‘Positive Stop’ method was utilized in the laboratory analysis where if a sample from a single homogenous area, asbestos is present, the rest of the samples for that homogenous area are not analyzed. However, if the sample analysis does not indicate that asbestos is present, the laboratory will continue to analyze the rest of the samples for that homogenous area. The detailed laboratory results are presented in Appendix II.

Our inspection has revealed the presence of ACM at the subject property. This inspection was limited to the materials which will be impacted at the time of renovation and may not have located any potentially hidden ACBM within the subject property. However, we have taken every effort to sample all obvious and accessible suspect materials within the scope of this inspection. Most of these materials appeared to be in a good condition at the time of our inspection.

ACM recommends that any materials highlighted in BOLD in Table 1 above shall be removed by an accredited abatement contractor prior to disturbance of these materials. These materials should be handled, Inspection Number IH-23-107 Page 17 of 17 December 21, 2023 containerized and disposed of according to State and Federal Regulations. Quantities of the above mentioned materials are estimates only. The abatement contractor should verify all quantities prior to bidding work.

Limitations

This asbestos inspection summary was prepared based on information gathered during our site visit, phone conversations and interpretations of laboratory results of bulk samples collected during the inspection. The inspection was limited to accessible areas within the structure. All samples were collected from previously damaged or inconspicuous locations to help retain the aesthetics of the building for the occupants. Although ACM’s Inspector took every effort to evaluate all of the materials that will be impacted during the renovation, it is possible that other hidden materials may exist. Therefore, any materials that have not been discovered AND have not been specifically evaluated by bulk sampling in this inspection report must be tested and evaluated for asbestos content prior to disturbance of these materials. Additional sampling may be required if additional HA’s are exposed during material removal, or the scope of work is expanded to include HA’s that have not been inspected or analyzed for asbestos content.

Any ACBM that might be impacted during renovation activities must be addressed prior to start of such activities by a qualified and accredited abatement company.

Polarized- light microscopy is not consistently reliable in detecting asbestos in floor covering and similar non-friable organically bound materials. Quantitative transmission electron microscopy is currently the only method that can be used to determine if this material can be considered or treated as non-asbestos containing.
